Society's view on social policy in Lithuania

Abstract

Socialinė politika ‒ legitimios, demokratiškais rinkimais išrinktos valdžios, vykdoma gerovės valstybės politika. Socialinė politika reglamentuoja šias sritis: švietimo, sveikatos, būsto, migracijos, užimtumo (nedarbo) ir socialinės pagalbos. Tyrime nagrinėjamas visuomenės požiūris į socialinę politiką Lietuvoje. Prieš tris dešimtmečius iš Sovietų Sajungos išsivadavusi Lietuvos valstybė, susiduria su naujais iššūkiais ‒ savo legtimumo galia kurti ilgalaikę ir tvarią valstybės socialinę politiką, gebėjimu kurti gerovę savo valstybės piliečiams. Šie aspektai yra pagrindiniai šiame tyrime iškeltoms problemoms - postkomunistinei Lietuvos valstybei atsisakius sovietinio socialinio politikos modelio yra būtina realizuoti optimaliausią socialinę apsaugos alternatyvą, kuri pilnai atitiktų transformacijos metų realijas ir sureguliuotų visuomenės poreikius, sukurtų nacionalinės gerovės valstybės modelį. Tyrimo objektas: visuomenės požiūris į socialinę politiką Lietuvoje. Šio baigiamojo bakalauro darbo tyrimo tikslas ‒ analizuoti pokyčius postkomunistinės Lietuvos transformacijos, kuriant Lietuvos socialinę politiką ir gerovės valstybės modelį. Šiam tikslui įgyvendinti buvo išsikelti tokie uždaviniai: nagrinėti socialinę politiką kaip politinio valdymo schemą; analizuoti gerovės sampratą ir modelius; ištirti visuomenės socialinės politikos lūkesčius ir esamos socialinės politikos vertinimą. Siekiant užsibrėžtų tikslų analizuoti socialinės politikos ir gerovės valstybės sampratas bei jų modelius teorinių ir mokslinių straipsnių analizių metodu. Analizuoti sąsajas tarp Lietyvos valstybės ilgalaikės raidos krypčių. Analizuoti tyrimo rezultatus, kurie atskleis visuomenės požiūrį į socialinę politiką Lietuvoje. Tyrimo rezultatai rodo, jog gerovės valstybei Lietuvoje kurti atitinkamai trūksta tiek visuomenės piliečių, tiek valstybės valdymo aparate organizuotumo, siekiant efektyviausios socialinės politikos šalyje.Social policy - welfare state policy that is done by legitimate, democratically elected government. Social policy covers the following areas: policy of education, family policy, health policy, housing policy, migration policy, employment (unemployment) and social assistance policies. This study examines society‘s attitude to social policy in Lithuania. Three decades ago, Lithuania liberated from Soviet Union, the country is now facing new challenges - the power of its legitimacy to create a long-term and sustainable social policy, the ability to create welfare for the citizens of Lithuania. These aspects are the main problems raised in this study - post-communist Lithuania, who gave up the Soviet model of social policy, now has the chance to create the most optimal social protection alternative that would fully meet the realities of the years of transformation and regulate the needs of society, create a model of the state welfare state. Research object: public attitude to social policy in Lithuania. The aim of this bachelor's thesis is to analyze the changes in post-communist transformation of Lithuania, creating Lithuanian social policy and the welfare state model. To achieve this aim, the following tasks were set: to examine social policy as a scheme of political governance; to analyze the concept and models of welfare; to examine society's evaluation of the existing social policy and to examine society's expectations for the social policy. In order to achieve the set aims, analyze the concepts of social policy and the welfare state and their models by the method of analysis of theoretical and scientific articles. To analyze the connections between the long-term development directions of the Lithuanian state. To analyze the results of the research, which will reveal the public attitude to social policy in Lithuania. The results of the research show that the creation of a welfare state in Lithuania lacks the determination of both the citizens and the government in order to achieve the most effective social policy in the country.Švietimo akademij
