Abstract

Bu çalışmanın amacı, mali reform sayılan yeni kamu mali yönetimi yaklaşımının yaygınlaşması ile önem kazanan iç kontrol sisteminin 5018 sayılı Kamu Mali Yönetimi ve Kontrol Kanunu çerçevesinde değerlendirilmesi, Türk kamu sektöründe sistemin yönetim anlayışına olan katkıları ve iç kontrol sistemine yönelik uygulamaların ne yönde yapıldığının gösterilmesidir. Bu kapsamda; ilk bölümde 5018 sayılı Kanun ve yeni kamu mali sistemi, ortaya çıkış nedeni, kanunun dayandığı temel unsurlar, ikinci bölümde iç kontrol sistemi, bileşenleri, üçüncü bölümde Türkiye uygulamasında iç kontrol sistemi ve son olarak Maliye Bakanlığı iç kontrol uygulama örneği anlatılmıştır. Anahtar Kelimeler: Yeni Kamu Mali Yönetimi, İç Kontrol Sistemi, İç Kontrol Uygulamaları.\ud This study aims to evaluate the internal control system, which came into prominence after the new public financial management approach considered as financial reform became widespread, in accordance with the Public Financial Management and Control Law No. 5018 as well as its contributions to the management perception in the Turkish public sector and the implementations towards the internal control system. In this regard, the first chapter of the study describes the Law No. 5018 and the new public financial system, the reasons laying behind its adoption, and fundamental bases of the law; the second chapter defines the internal control system and its components, the third chapter covers the internal control system in Turkey and finally the Ministry of Finance case is discussed..
