This research aims to describe the efforts made by the International Committee of the Red Cross (ICRC) in providing assistance to victims of the Russian-Ukrainian conflict. This research is descriptive qualitative research. The data collection techniques and tools used in this research are secondary methods through literature study or literature review. Several concepts used in this research include the NGO concept, international humanitarian law, and humanitarian assistance. The NGO concept is used to analyse the ICRC's actions as an international organization, supported by the concepts of international humanitarian law and humanitarian assistance. The conflict between Russia and Ukraine is based on the rejection of supremacy carried out by Russia. Besides that, Ukraine is trying to join the European Union and the North Atlantic Treaty Organization (NATO). In the conflict between Russia and Ukraine, the ICRC became a neutral third party to encourage the two countries to pay attention to and implement International Humanitarian Law. This research contributes to understanding the role and efforts of the ICRC in dealing with global humanitarian issues
