Traffic is a type of transportation that uses roads as a public route for daily traffic. Traffic violations are common among children. The high number of traffic accidents on the highway should be of concern to all parties, especially if the perpetrator of the traffic violation is still a minor. Referring to Law No. 22 of 2009 concerning Road Traffic and Transportation, according to Article 1 Number 23 of the LLAJ Law, a driver is defined as a person who drives a motorized vehicle on the road and has a driving license (SIM). As is known, the requirements for obtaining a SIM according to Article 81 Paragraph 2(2) letter a of the LLAJ Law are in the form of SIM A, SIM S, namely being at least 17 years old. The type of research used is sociological juridical research, sociological juridical emphasizes research that aims to obtain empirical legal knowledge by field immersion. The results of this research are the factors that cause minors to use vehicles due to family factors, social factors, lack of public awareness, factors education or school and the efforts made by the police are to use penal (pre-emptive, preventive) and non-penal (repressive) measures. Penal efforts such as conducting outreach in schools and the community, non-penal measures such as prosecution and fines. The form of enforcement that has been carried out by the Gresik City Resort Police against underage motorbike drivers is still lacking in enforcement. However, the Gresik City Resort Police continues to make efforts to enforce the law against underage motorbike riders. The Gresik City Traffic Police are expected to be even more massive in disseminating information about traffic and road transportation to the public
