Abstract

This paper examines the relationship between 'new' Labour's modernisation project and its insertion into an architecture of global governance, where new legalities are creating a new policy framework that has a number of implications for European post-war welfare states. In particular, the paper considers social and economic policy as a key 'technology of governance' aimed at reconfiguring institutional structures and citizen identity, with negative consequences for social work service users
