The work reported here was part of a research project sponsored by the Science and Engineering Research Council to investigate the impact of traffic management schemes on fuel consumption. The report can be divided conveniently into two parts. In part I, the fuel consumed by a vehicle during each stage of an urban trip is analysed by drawing on the results of past studies as well as the results obtained by the author for a recent survey in Leeds using two instrumented cars supplied by the Transport and Road Research Laboratory. An equation is derived which relates the fuel consumed during a stop/start manoeuvre to the characteristics of that manoeuvre. Part I1 deals with the development of two types of urban fuel consumption models, namely a simple fuel/speed relationship, and a more detailed expression for use with the traffic simulation/assignment model SATURN, which includes the number of stops and distinguishes between first time stops and those made as vehicles move up queues
