Intrastat-raportoinnin kehittäminen : AGCO Power Oy

Abstract

AGCO Power Oy on AGCO Corporationin omistama dieselmoottoritehdas Linnavuoressa. AGCO Power valmistaa dieselmoottoreita, hammaspyöriä ja -vaihteistoja sekä dieselgeneraattoreita ja -pumppuja. AGCO Powerilla Intrastat-raportointia tehdään sekä tuonnin että viennin osalta. Intrastat-raportoinnilla tarkoitetaan Suomen Tullille kuukausittain tehtävää selvitystä Suomeen Euroopan alueelta tuotujen ja vietyjen tavaroiden määrästä. Tässä opinnäytetyössä keskityttiin Intrastat-raportoinnin kehittämiseen tuonnin osalta, sillä siinä oli havaittu paljon puutteita ja kehittämistarpeita. Intrastat-järjestelmä perustuu Euroopan unionin asetuksiin ja sitä sovelletaan kaikissa jäsenmaissa. Sisämaankaupan tilastointi on säädetty laissa. Jos sisäkaupan hankintojen kokonaisarvo ylittää kalenterivuoden aikana yli 550 000, yrityksen on annettava tilastoilmoitus alkaen siltä kuukaudelta, jolloin tuonnin arvo on ylittänyt tilastointirajan. AGCO Powerilla tämä raja ylittyy joka kuukausi. Tämän opinnäytetyön tarkoituksena oli tarkastella Intrastat-raportoinnin prosessia ja tehdä kehitysehdotuksia Intrastat-raportointia tekeville henkilöille. Opinnäytetyötä var-ten tehtiin taustatutkimus, joka koostui asiantuntijahaastatteluista. Lisäksi opinnäytetyöhön kuului teoreettisen viitekehyksen sisäistäminen, jotta Euroopan unionin säätämät asetukset toteutuvat raportointia kehittäessä. Asiantuntijahaastatteluilla pyrittiin saamaan kokonaiskuva siitä, miten raportointi toimii AGCO Powerilla tällä hetkellä. Tutkimus toteutettiin laadullisella tutkimusmenetelmällä ja tiedonkeruumenetelmänä opinnäytetyössä käytettiin vapaamuotoista haastattelua, havainnointia ja dokumentointia. Haastattelujen avulla saatiin tietoa haastateltavien kokemuksista koskien Intrastat-raportointia. Intrastat-raportointia tekevät ostolaskunkäsittelijät kokivat, että suurin ongelma raportoinnissa on vaadittavien tietojen puutteellisuus järjestelmässä. Tässä opinnäytetyössä selvitettiin, kuinka puuttuvat tiedot pystytään täydentämään järjestelmään ja kuinka tiedoiltaan puutteellisia nimikkeitä ei enää jatkossa perustettasi järjestelmään. Haastatteluja tehdessä saatiin varmuus sille, että tästä opinnäytetyöstä oli hyötyä raportointia tekeville henkilöille.AGCO Power Oy is a diesel engine factory in Linnavuori. AGCO Power supplies engines to many of the world's leading manufacturers of tractors and other farm machinery. AGCO Power products are diesel engines, gears and gearboxes, diesel generators and pumps. Intrastat is a tool to collect information and produce statistics on the trade between the European Union countries. Intrastat replaced the customs declarations in the European Union. Intrastat reporting describes the imports and exports of AGCO Power. The aim of this thesis was to develop Intrastat reporting in AGCO Power. This thesis focused on imports. The Intrastat requirements are similar in all countries in the European Union. The trade statistics are regulated by law. Every member state of the European Union imposes an annual threshold value, which is 550 000 euros per year. If the total value of imported goods is more than 550 000 euros in a year, the company must provide an Intrastat report starting from the month when the value of the imports has exceeded the statistical threshold. AGCO Power exceeded this value every month. The aim was to study the process of Intrastat reporting and find some points that can be improved. This thesis was made in collaboration with the Accounts Payable Clerks. A background survey for the thesis was conducted by interviewing a few experts. In this thesis, the theoretical framework was important, because the trade statistics are regulated by law. The expert interviews gave an overall picture of how the reporting is done at AGCO Power at the moment. The research method in this thesis was qualitative and the data were gathered through free-form interviews, observation and documentation. The interviews provided information on the functionality of reporting. The interviewees experienced that the insufficient data in the system slow down reporting. This thesis examined how it is possible to supplement the missing data and how to prevent creating incomplete titles in the system. The interviews confirmed that this thesis and the development of the Intrastat reporting were worthwhile. The interviewees gave new ideas and suggestions for developing the reporting
