Analisis Layanan Tansportasi Laut Wilayah Kepulauan Sumenep denPendekatan System Dynamics

Abstract

Kepulauan Sumenep yang terletak di perairan Laut Jawa mengandalkan layanan transportasi laut sebagai sarana pemenuhan kebutuhan. Sebagian besar pemenuhan kebutuhan yang masih didapatkan dari Sumenep daratan. Kapal yang beroperasi saat ini adalah Kapal Perintis Sabuk Nusantara 27 yang mempunyai kapasitas 200 ton barang. Pemodelan system dynamics dilakukan untuk mengetahui interaksi dan hubungan antar variabel yang mempunyai hubungan sebab-akibat. Pemodelan dilakukan untuk menggambarkan layanan transportasi laut yang melayani Kepulauan Sumenep. Sub model yang dibahas adalah Sub Model Penduduk, Sub Model Transportasi dan Sub Model Ekonomi. Hasil penelitian menunjukkan adanya hubungan antara Jumlah Penduduk, Transportasi dan Ekonomi. Dari simulasi yang dilakukan didapatkan bahwa kondisi layanan saat ini tidak bisa memenuhi kebutuhan penduduk sehingga membuat kecenderungan orang untuk melakukan migrasi keluar. Didapatkan nilai optimum pada simulasi skenario 2 yaitu operasional kapal 1 unit dengan frekwensi layanan 5 hari sekali dan freight sebesar Rp. 176.000,- per ton. ======================================================================================================= Kepulauan Sumenep are located in the Java Sea waters rely on marine transportation services as a means of fulfillment. Most of fulfillment that is obtained from Sumenep mainland. Ships operating current is Kapal Sabuk Nusantara 27 which has a capacity of 200 tons. System dynamics modeling was conducted to determine the interactions and relationships between variables that have a causal relationship. Modeling is done to illustrate the marine transportation service that serves Sumenep. Sub model discussed is the Population sub model, transportation sub model and economic sub model. The results showed an association between Population, Transport and Economy. From simulations conducted found that the conditions of service is not currently able to meet the needs of the population so as to make the tendency of people to take migration. The optimum values obtained in the simulation scenario 2 is operational ship 1 unit to the frequency of service 5 days and freight Rp. 176,000,- / tonnes
