The IPR philosophical foundation is closely related to the development of western civilization. At
first, HKI was supported by the utilitarian who only considered IPR as instrument of economic
rights to commercialize the intellectual assets. Then, there was non-utilitarian movement which
considered the IPR as an instrument of moral rights to reward and respect for human
intellectual work. Recently, discussion of IPR is only dominated by the economic approach. It
has caused a negative view of IPR. Therefore, the discussion of IPR from a moral standpoint
needs to be improved
