Konstruksi Identitas Korban dan Pelaku Pemerkosaan di Media Online Detik.com
The media can influence the public mindset. Similarly, the news of rape informed by detik.com online media can affect the public mindset towards rape. Meanwhile, news conveyed by media is the construction result of reality which also cannot be separated from reporters’ subjectivity. How Detik.com online media represents the rape victims and doers in its reporting will affect the way the community members view the rape victims and perpetrators. This research was aimed to identify the identity construction of rape victims and perpetrators on Detik.com online media. The method used in this research was critical discourse analysis by Norman Fairclough. In the critical discourse analysis of Norman Fairclough, the research was conducted only at the text level covering representation, relation and identity. The research results showed that there were two patterns of rape; that is, those committed by family members and those by non-family members. Media construction on the victims, among others, karaoke girl guide, victim lover, female victims with disability, grandmother raped by younger man, poor girl, facebook friends, vegetable seller, public transportation passenger, housewife, victim’s friend, victim's neighbor. Pengaruh Variabel-variabel Kualitas Pelayanan terhadap Kepuasan Anggota Unit Pertokoan Koperasi Pegawai Republik Indonesia Universitas Jember
This research is intended to identify the effects of the variables of service quality on customer satisfaction quality of shopping unit at Koperasi Pegawai Republik Indonesia (Republic of Indonesia Employee Cooperative) of Jember University. Service quality is the main approach to providing satisfaction to the consumers. In line with this, companies need to understand how consumers perceive the quality and the level of quality they expect. Companies should necessarily work maximally to fulfill the customers' quality expectation. This research was to identify service quality to costumer satisfaction. Samples of the research were 97 respondents who were the cooperative members of shopping at shopping unit while the research was being conducted. Variables of th researh were tangibility, reliability, responsiveness, assurance and empathy. The research results showed that the independent variables consisting of responsiveness, reliability, assurance, empathy and tangibility affected the dependent variable namely customer satisfaction. The results of the research indicated that the most highly influential variable of the service quality to member satisfaction was responsivenes and the least influential one was assurance. Kebijakan Cina Membatasi Ekspor LTJ (Logam Tanah Jarang) ke Amerika Serikat
Rare Earth Metal (REM) or Rare Earth Element is one of unrenewable natural resources as a main resource in electronic, automotive, and military industries. Almost all of resent high technology and green products, such as, television, smart phone, hybrid car, and nuclear guidance tools use REM. China is the world largest REM user, producer, and exporter, in which China also has the highest percentage of aplication of REM. However, since 2005, the REM prices have decreased significantly and the Chinese Government started to restrict the REM export to the importer countries, especially United States. The reason behind REM export restrictiotion was based on costs and benefits consideration whose goals are to replace all the costs that had been used, and to fulfil increasing domestic needs and stockpilling, as in line with International Political Economy concepts. China also tries to hold global market monopoly of REM and to increase a dependence among importer countries. Aside than that, Chinese Government focus and concern relate to environmental destruction due to the increasing of smuggling and illegal mining that have happened for several years. This environment problems are the main reason why the Chinese Government restrict it's REM export. As the implication of this policy, some importer countries, such as, United States, Japan amd European Union sued Chinese Government to WTO due to China's REM export restriction and monopoly. Pemutusan Hubungan Diplomatik Kanada Terhadap Iran
The severance of diplomatic relations of Canada toward Iran is a Canadian Foreign policy that was taken in order to unilaterally sever the diplomatic relations with Iran. The decision was made as an opposition act to some of Iran’s policies which were considered threatening international security stability that concerned on nuclear development of Iran and to protect the sovereignty of Canada’s foreign policy in the Middle-East region. The purpose of this study was to determine the factors that caused Canada to sever the diplomatic relations with Iran, using descriptive analysis method. The result showed that the severance of diplomatic relations of Canada with Iran was caused by Iran’s several foreign policies which were in conflict with the foreign policy of Canada such as nuclear development, anti-Israel rhetoric, human rights violations, and support for Bashar Al–Assad regime in the Syrian conflict. Upaya PerMaTa (Perhimpunan Mandiri Kusta) Dalam Membangun Kapital Sosial pada Komunitas Orang Kusta di Kecamatan Jenggawah Kabupaten Jember
Jember is an area in East Java province with dense population and diverse cultures and has characteristics in its communities. In addition, Jember has a variety of social problems including unemployment, crime, poor education, as well as cases of infectious diseases that cause sufferers to experience social dysfunctions such as leprosy. Leprosy leads to social problem such as stigma and discrimination in the community. The stigma of disease which is identical with the poor is a big social problem, from exclusion to getting no job. The research was conducted in the Jenggawah village, Jember Regency. The researchers’ reason to choose the village was because it was the leprosy endemic area. The research was designed as a qualitative research. The research results described that PerMaTa organization built trust by improving trust between members, members and board, as well as their partners. PerMaTa built a social network by establishing trust with the public through information media, as well as creating a norm by balancing the rights and obligations of all members. Meanwhile, the obstacles faced were lack of human resources support due to low education, lack of openness among its members, as well as lack of members’ awareness of the association. The conclusion of this research is that PerMaTa as the process of empowerment of people who ever experienced and are suffering leprosy is conducted and organized by a social organization in order to gain a proper living for themselves or others. Pemberdayaan Mantan Penderita Gangguan Jiwa
This research was intended to identify the empowerment process of ex-mental disorder sufferers conducted by Metal Islamic boarding school, Rejoso Village, District of Rejoso, Pasuruan Regency. Considering that the ones who would be empowered were abnornal individuals who needed special care and later special treatment. The fact that the institution carrying out the empowerment was a conventional institution was indeed what made the researcher interested in studying it. How was the empowerment process of ex-mental disorder sufferers conducted by Metal Islamic boarding school Pasuruan to help them to become individual figures that could recreate their social functions, so that they could become independent individuals who could meet their needs and live in prosperity? This research used qualitative approach, with case study research design. In data collection, researchers used several techniques of observation including: passive participatory observation, straight and hidden observation, the interview used was unstructured interview, and documentation. The research results were that: the empowerment process of ex-mental disorder sufferers conducted by Metal Islamic boarding Pasuruan passed through the stages of empowerment as follows: (i) the pre-empowerment (inspection, healing), (ii) the empowerment phase (recovery, social functioning, service delivery), (iii) the termination phase (repatriation, getting married). Evaluasi Kinerja PDAM Kota Probolinggo dalam Perspektif Balanced Scorecard
Regional Water Company (PDAM) is one form of Local Authority-Owned Enterprise (BUMD) that provides services in the provision of clean water to the society. Although in the year 2010, it was in the “healthy†category, in some important ways it still has problems, such as financial target that was achieved only 60%, the clean water service coverage of downtown population which is imbalance with the number of population, water production value which is still higher than the water sale to the community members as well as the efficiency level of employees toward the water connection which has not reached the target. In order to improve the company services and development, it is necessary to measure the performance of the Regional Water Company (PDAM) of Probolinggo City. Balanced Scorecard Perspective was used in this research. Time series data were collected by the document study and was analyzed with descriptive statistical technique. The analysis results were presented in graphical form. The research was intended to evaluate the PDAM performance of Probolinggo City. The results showed that, in the balanced scorecard perspective, PDAM performance of Probolinggo City in 2009 – 2011 was categorized “not goodâ€. Keywords: public organization, balanced scorecar

oai:jurnal.unej.ac.id:article/486Village Fund Allocation is one type of direct financial assistance for villages given by the regency government taken 10% of balance funding of DAU (General Allocation Fund) and DAK (Special Fund Allocation) of the central board. Village Fund AllocaÂtion, often referred to as ADD, has its own rules in its establishment. The rules are stated in the legislation; that is, in PERMENDAGRI (Ministry of Internal Affairs Regulation) No. 37 Year 2007 which is set out in Jember Local Regulation No. 3 Year 2007. Jember Regency government establishes ADD because of lack of village inÂcome to finance its own operation. ADD becomes very important since, without ADD or other direct financial assistance to village, it will not exist. ADD which is a form of budget, in its stipulation is included in the budget formulation process. This research was conducted to identify the allocation process of ADD in the local budget policy forÂmulation of Jember Regency in 2012 by applying descriptive-qualitative research method. The research results of were that Jember Regency government in the allocaÂtion of ADD, a little bit disregarded the fairness principle and overstated the equity princiÂple. In PERMENDAGRI it is stated that equity principle is in line with the regional conditions. However, in reality, the local government of Jember Regency alloÂcated ADD without considering this. Among villages is only a little difference in alloÂcation. In fact, if using the fairness principle, It would be seen the very poor and the rich villages.
