The usage and widespread of electronic publications in children's libraries
The Basic objective of this study is to determine why and how the electronic publication for children may be used in children’s libraries. First of all, the development of electronic publishing and the properties of the electronic publication, which is being used more intensely everyday, have been analysed within the scope of this objective. Within the other chapters of the study, issues such as quality and importance of publication for children which has a key role in meeting the mental and spiritual needsof children, the development of the children’s publishing in the world and our country have been focused on. Additionally, answers to why and how the electronic publication for children may be used in children’s libraries have been sought. As a result of the study, it has been concluded that the usage of the electronic publishing which is attractive to children in many ways shall be supported and widespread in children’s libraries

In current society, called as information society, which the importance of the knowledge is being increased in view of economic progress and development of societies, individuals needs to acquire knowledge to reach competition strength. Public libraries are institutions that their goal is to present information service in the easiest and fastest way to every individual of the society without considering any differences among them. In this study, the position and situation of our libraries that might be able to play great role in terms of the progress of our countryman to be knowledge society has put forward. In general, the social role of public libraries; aims of public libraries, services that are given by public libraries, contribution of public libraries on local development has been examined, the usage efficiency of the public library in Etimesgut district by public was evaluated in the light of statistical and public surveys by taking into consideration the projects related with public libraries in European Union process. Aim of the study is to reveal whether EIHK takes part that needs to be in information age, whether it fulfills its social role/roles, whether the efficiency of public usage is enough or not, to find out what are the causes of these results and how they can be solved. Information services are the services that user who wants to reach information supply to reach information in a fast and efficient way and make them used by user. The aim of these services is to create well-informed people. EIHK that we made studies on is even not enough to perform traditional functions in view of information services. General results that we got from our study are; both users and region people don’t need to get information, their knowledge how to use library is not enough, public is unaware of the services that are presented by library and therefore that they are not using public libraries, EIHK doesn’tperform its functions properly since building, budget and personnel lack. Commonly in our country where the use of library usage and reading habit are poor, it was detected that not only libraries don’t perform their roles but also schools and parents don’t perform their roles in this situation. Public libraries that have a special and important role among information centers are one of the indispensable organizations in being information society. EIHK is not enough to perform its both roles in that it doesn’t give information services to public at desired level and doesn’t fulfill integration with public and it doesn’t make expected contributions on the process of being information society. On the other hand, it was previously mentioned that public libraries in western world has great importance and they reach user, at the point where they couldn’t reach the user libraries search for serious alternate projects to reach people. In case of the EIHK, it seems almost impossible to reach current information age standards in these conditions by near future. EIHK like other public libraries in our country faces the problems coming from previous years in difficult conditions. Although contributions are made into the projects that are developed in Europe in the name of our public libraries, some reforms that are made to improve libraries will bring comfort to use of libraries but not solve the main problems as long as it is not seriously considered or applied. It must be keep in mind, products of the investments that are made on public libraries, which are considered as universities of public, will be well-informed people
Acqusitions and acquistions in university libraries: The case of the central Library at Hacettepe University in Beytepe
A University Library has the major responsibility of selecting, acquiring, organizing and utilizing various kinds of materials for research and studies of its parent organization. In order to meet this need a university library must own and continuously upgrade a collection of printed and electronic materials. This largely depends on a healthy and functional acquisition policy prepared by the administration taking into consideration past practices and future developments. In this study, university libraries have been examined according to their acquisition polices and processes. As to the Central Library at Hacettepe University in Beytepe, the situation is different. Because the acquisition policy is a part of Acquisition Department's working program. Therefore, materials are obtained according this program. It is recommended that the acquisition policy of the library be prepared seperately in written form and be enforced by the administration

The concept of lifelong learning first appeared during 1800's. It gradually changed and enhanced under social, economic and technological effects. Although it became from time to time a current issue in the 60's and 70's, it was only in the 90's, when it became an important point for society. The concept of lifelong learning, which has to be implemented in our rapid developing world, where information, documents and technology change immediately, underlines the fact that learning is a never-ending process. In all parts of life such as formal education, work life or daily life; people need information continuously which means that they need to "learn" throughout their lifetime. Learning is not a process that is completed with compulsory education, in the contrary it is an activity which should last for a lifetime. In order to adapt oneself to the enormous changes in information, documents and technology world, to have an occupation, to be informed continuously in order to keep up with the developments in one's professional area, to be an individual or to be an active member of society, people need in every step of their life access to new information and skills or they need to develop their existing knowledge and skills. Therefore to fulfil the increasing need for information, information centres, especially public libraries are of great importance at this point. Thus, public libraries are institutions, which tolerate access to every layer of society and besides support formal education and enable individuals opportunities to learn independently. Public libraries, which have an important role in providing chance equality in education, intellectual freedom, critical thinking, providing free service to everyone without making any discrimination, are considered as democratic institutions which will ensure the greatest support for lifelong learning. Industrialised countries, which have re examined the role of public libraries in the new shaping social, and economic world, are putting the programmes to work which they are going to benefit from. The Grundtvig Programme within the Sokrates Education Programme of the European Union, is an example for the dissemination of adult education and lifelong learning among society. In this work the terms "adult education" and "lifelong learning" are explained i « lexically, their definitions are given, the Grundvig Programme, part of the Sokrates Program in the European Education Programme has been examined thoroughly and it has been tried to reveal how the programme of which public libraries are part of, could be implemented in Turkey in the progress of adult education and lifelong learning
Türkçe web belgelerinin kataloglanması: Bir işbirliği modeli önerisi
The First internet site have been online since August 1991, the number of website which made publishing in the internet exceeded 100 million. The internet began to be used in Turkey in the year of 1993 by ODTU studies. As of June 2008, there are 160.466 we site in our country. As the websites grew over the years, parallel to this the size of information was augmanted constaudey. The search engines used by and users utilize metadata for cataloging purpose. Metadata contains relevant data. The structure of web documents and their diversity requires the cataloging web documents. Despite of this situation in Turkey so far no studies have been produced to catalog web documents. It is obvius that created and produced information will increase and expedite production process when information is recorded, organized, shared and by way of feedback; it is converted into new information. By taking this into consideration, the cataloging of the Turkish web document has been examined in detail and a cooperative project has been developed in our thesis.
The thesis consists of the following chapters; Chapter I.: Introduction. Chapter II.: Cataloging, the creation of the cataloging rules, AACR1 and AACR2,MARC, ISBD(ER), where the revisions and the cataloging are going concerning the electronic knowledge resources in AACR2. Chapter III.: Metadata which had been identified as cataloging in electronic media that had beenexamined in detail. Chapter IV: The electronic knowledge resources (e-book, e-magazine) cataloging had been treated. In Chapter V, after processing the www (web) and the web document in chapter VI, the cataloging regulations and arrangements depending on standards had been examined. Moreover the cooperative studies in cataloging of the web documents in the world also explicated in terms of setting a sample in our country. Chapter VII, the aspect of web documents cataloging in Turkey had been investigated. 52 State Universities, 24 Charitable Foundation Universities, 9 Other schools, 28 Public Institutions, 14 Ministries, 9 Daily Newspaper 76 University Libraries that we examined had not duly cataloged their web documents. In Chapter VIII, a collaboration project had been suggested in order to solve the problem of cataloging for the web documents in Turkish Language which had not been cataloged. In chapter IX, in the light of finding, effected to the result and the solution suggests had been presented

The written legal sources of Turkish law system, which constitute basic reference sources, are remarkable in the aspect of providing qualified services for lawmen and researchers in the field as well as the practicability of our law system. These sources exist in huge amounts and there is a lack of explicity defined standarts that are applicable during their formation. This situation causes problems for lawmen and researches of the field in retrieving these documents. Therefore a satisfying retrieval system must be implemented which will provide a short access time and make the needed documents avaliable for the users. Such a system will provide the completion of legal transactions in a short time and will contribute to the enhancement of getting more reliable resolutions in this field. In fact to estabilish a retrieval system which aims to access the available legal sources effectively, preconditions such as bibliographic control studies should be implemented. Turkish legal sources such as official and private publications are introduced in this study and activities, concerning bibliographic control are explained (examined) with historical perspective. In regard of this bibliographic control tools (printed or? electronic) are evaluated in the frame of current conditions. Besides this information on law databanks and basic bibliographic sources is given in order to introduce examples concern of retrieval activities to legal sources from developed countries. On this context it is mentioned that similiar applications must also be developed in Turkey and recommendations are offered about the solutions of problems that are faced through the process from the production to access of legal sources
