    Social and environmental changes due to PT Medco Papua's activities in West Papua

    The activities of the company PT Medco Papua Hijau Selaras Capitol Group utilizing the potential of natural resources in producing products have contributed to changing the socio-economic and socio-ecological structure. This research was conducted in Sidey SP-9 District near the PT Medco Papua Hijau Selaras Capitol Group company location area, Manokwari Regency, West Papua Province, which lasted ± 3 months from June to August 2021. The purpose of this study is to determine the impact of the presence of PT Medco Papua Hijau Selaras Capitol Group on the socio-economic and socio-ecological aspects of the Sidey District community of Manokwari Regency. The research used descriptive qualitative and quantitative methods with case study techniques. The results showed that the community's income was above 6 - 10 million, with the most occupation level being company employees. Of the 56 respondents, 40 men and 16 women have the perspective that the presence of the company has an impact on reducing air and water quality. The effects are increased dust, vehicle fumes, factory fumes, and changes in river watercolor and social behavior. Almost 89.28% of respondents responded that air quality decreased, and 65.52% responded that water quality decreased and also changed social behavior. Then, for the Evaluation of the Implementation of Corporate Social Responsibility (CSR), which is carried out only in the supply of electrical energy, participatory planning about customary areas, education skills, and the local economy still needs to be implemented

    The rapid development of globalization has triggered increased free trade and, at the same time, strengthened the role of Multinational Corporations (MNCs) in supporting global economic growth. The Southeast Asia region, with its impressive market potential and Gross Domestic Growth (GDP), is the main attraction for MNCs in investing capital and developing their markets in this region. However, this great economic success also presents challenges in the form of negative impacts on the environment and society. A condition of dualism in development emerged, where MNCs contributed to rapid economic growth but often resulted in environmental degradation and social dislocation. Therefore, it is important to ensure that the economic growth generated by MNCs is carried out responsibly so that it does not harm the environment and local communities. Corporate Social Responsibility (CSR) is important in overcoming these challenges in Southeast Asia. This region has a strategic role in the global economy, abundant natural resources, and various industrial sectors that face employment problems. A number of steps have been taken to implement CSR, including increasing awareness, learning, and regulation at national and regional levels. This creates a strong foundation for promoting responsible CSR practices in Southeast Asia, which will help maintain sustainable economic growth, protect the environment, and improve the well-being of local communities

    Silo mentality in bureaucratic reform

    Background: This article discusses how to overcome silo mentality in bureaucratic reform in an organisation. Method: The qualitative research method is based on case studies and literature reviews. This method involves a critical and in-depth evaluation of previous research to understand sectoral ego and silo mentality in organizational contexts, including government and corporate settings. Findings: There are several things that can be done, one of which is by implementing a better mental revolution based on the values of Pancasila which is the basic ideology of the Indonesian nation. Sectoral ego and silo mentality have the potential to be counterproductive to the strategy of achieving organisational targets and goals. Nonetheless, in the preparation of organisational plans and strategies, it has become customary that organisations set performance targets for each unit derived from the organisation's main targets and objectives. It is an interesting discussion considering that each person or organisational unit always tries and focuses on the respective performance targets that have been set. Conclusion: In some conditions, the choice to focus on their own performance targets is one of the reasons why people exhibit sectoral ego behaviour with silo mentality. By revolutionising the mentality as a strong foundation, it is expected that an organisation can achieve the organisational goals that have been set. Novelty/Originality of this study: This study integrates Pancasila values ​​into strategies to overcome the silo mentality in bureaucratic reform. This innovative approach offers practical solutions to align individual performance with organizational goals, applicable in the Indonesian government and private sectors

    Myanmar as a small power in the Southeast Asian region requires strategy to maintain its existence. This article discussed Myanmar's strategic response to one of the rising powers in the region, namely China. The hedging framework (Kuik, 2016) is used to examine the tendency of Myanmar's strategic response to China. Hedging is defined as behavior to seek assurance in situations with high levels of uncertainty. Myanmar's relations towards China does not explicitly indicate pure balancing or bandwagoning. Despite its dependency to China, mainly in the economy and military aspect, Myanmar still cooperates with other big power countries. Myanmar hedges against China to maximize profits and reduce the possibility of risk. Myanmar's tendency to depend on China is inseparable from the lack of options available. Sanctions imposed by the international community on the Rohingya issue have implications for the reduction of countries willing to cooperate with Myanmar

    The TPI Denpasar Class I Immigration Office is under the Directorate General of Immigration of the Ministry of Law and Human Rights. The TPI Denpasar Class I Immigration Office applies selection laws to ensure the integrity of prospective Indonesian Migrant Workers (PMI) who have non-procedural status when applying for a passport. This office is responsible for immigration functions, from issuing passports to law enforcement against foreign citizens (WNA) and Indonesian citizens (WNI). The purpose of this selective policy is to ensure that every PMI candidate who plans to work abroad meets all applicable requirements and conditions and is not involved in any legal violations that could endanger them in their intended workplace. This research was conducted qualitatively, using a descriptive approach. The research results show that the TPI Denpasar Class I Immigration Office has carried out immigration supervision in accordance with the law and legal provisions to prevent non-procedural PMI. Supervisory measures involve refusing to issue passports to PMI candidates suspected of working non-procedurally. In carrying out supervision in the field, immigration officers still face obstacles such as passport applicants providing incorrect information, manipulating data, and falsifying letters of recommendation for work

    The role of e-procurement in promoting government transparency: Lessons from Surabaya

    Background: This study examines accountability and transparency in the public procurement process, focusing on Surabaya, the first city to implement e-procurement reform. E-procurement leverages the latest information technology to improve procurement efficiency and transparency. Methods: A descriptive qualitative approach was used, using purposive sampling to gather in-depth insights from critical informants who thoroughly understood the research focus. Data were collected from various entities, including the Surabaya City Electronic Procurement Service (LPSE), the City Procurement Unit (ULP), and related public works and private auction companies. Findings: The implementation of e-procurement in Surabaya has succeeded in building an accountable and transparent system. This system has improved the procurement committee’s ability to justify and report the entire procurement process vertically to higher authorities and horizontally to the public. Despite this progress, some suppliers still engage in fraudulent practices, highlighting the need for continued vigilance and commitment. Conclusions: Although e-procurement has significantly improved accountability and transparency in the procurement process in Surabaya, the committee and suppliers need to uphold strong ethical standards to prevent fraud. The e-procurement system alone is not enough. This system must be supported by solid law enforcement and a commitment to integrity to fully realize its potential in creating a fair procurement environment. Novelty/Originality of this study: This study comprehensively evaluates e-procurement implementation in Surabaya, revealing improvements in accountability and transparency and remaining challenges. The findings offer an applicable model for other cities in Indonesia and developing countries to optimize public e-procurement systems

    Background: The research on the role of the World Trade Organization (WTO) in solving the vaccine patent waiver problem related to the 2019 coronavirus disease pandemic will address each issue one by one. Seeing the waiver applications that were made from the end of 2020 to 2022, it is necessary to further study the legal basis and enforcement of patents. Coupled with its relation to public health and equality for the global world to achieve. This study aims to provide an understanding of the role of the WTO in the patent waiver application process and the continuity of current and future patent law enforcement. Method: This research is a normative research with a descriptive method that will explain with the aim of obtaining a description of the events of the patent waiver application. The data that has been obtained will be analysed qualitatively. Conclusions will be obtained from various descriptive data collected from primary and secondary sources that have been analysed. In this regard, this research will be descriptive-analytical in nature which will reveal existing regulations and their implementation. Findings: The results of this study are that the WTO has carried out its roles and functions in accordance with applicable international legal instruments. However, this research emphasises further on the principles of the WTO itself which emphasises justice for developing and less developed countries on the other words called Special and Differential Treatment of Developing Countries. Coupled with the existence of the Doha Declaration which should emphasise that public health should take precedence over intellectual property rights, including patents. Conclusion: Regarding the WTO's role in resolving vaccine patent issues during the COVID-19 pandemic, it can be concluded that the actions taken by the WTO, including its internal bodies and councils, adhere to applicable legal principles and the TRIPs Agreement. However, the decisions must fully align with the WTO's principles, particularly the Special and Differential Treatment of Developing Countries. Novelty/Originality of this study: This study analyzes the role of the WTO in resolving vaccine patent issues during the COVID-19 pandemic, focusing on the SDT principles and the Doha Declaration. It reveals the gap between international law and global health needs, offering a framework for balancing intellectual property rights with public health needs

    Identification of criticalwatershed pakerisan based on remote sensing and geographic information systems for sustainable land capability

    Watersheds can be viewed as natural systems where complex hydrological biophysical processes as well as socio-economic and cultural activities of the community take place. Changes in watershed hydrological conditions as a result of uncontrolled expansion of cultivation areas without regard to soil and water conservation principles often lead to conditions of increased erosion and sedimentation, decreased land productivity, and accelerated land degradation.  The purpose of this research was to determine the level of erosion’s danger and critical level of land in the watershed  Pakerisan. Determination of the critical level of land is done by evaluating the parameter determining critical areas, such as the closure and land productivity, slope, erosion, and land management with the scoring method. The level of erosion’s danger is calculated using the Universal Soil Loss Equation (USLE). The results shows  that the level of the erosion’s danger in the watershed  Pakerisan is very light  of 38 covering 4654.69 ha (51.19%), light  as many as 44 units of land area of 3243.54 (35.68% ), medium  15 units of  land area of 1022.29 ha (11.24%) and weight 3 units of land area of 171.97 ha (1.89%). Critical level of land area in Watershed Pakerisan consists of a non-critical area of 5653.99 ha (62.19%), potential critical area of 1951.67 ha (21.47%) and rather critical area of 1486.23 ha (16.35% ).     The Riau Islands Province is a self-governing strategic region with abundant natural resources in agriculture, maritime, and industry, resulting in higher per capita income than other provinces. According to the Central Statistics Agency (BPS), Riau has abundant natural resources. However, it is still classified as a country with the highest unemployment rate, ranking third after Java with 8.52%. As a result, Riau's GRDP level is still in the middle-income category, where groups have income levels between the low and high-income categories. This research uses a sectoral approach to analyze and determine regional development steps according to critical sectors in Riau with the Analytical Hierarchical Process (AHP) methodology. It focuses on local activity areas. The research method applied is a sector analysis approach, which includes LQ and DLQ analysis, shift share, and class typology. Based on research from Economic Growth, Riau has nine potential economic sectors: agriculture, manufacturing, hotels and restaurants, construction, transportation, telecommunications, mining, financial services, business services, and real estate. These sectors provide the basis for formulating government policies that will absorb labor and wage levels to narrow unemployment and then increase the regional Gross Domestic Product (GRDP), which Riau can hope will increase
