Practice of Disaster Management Education in Collaboration with Bosaishi（Disaster Prevention Advisers）and University Students at Public Libraries

text紀要論文 / Departmental Bulletin Paper本稿は、宇都宮大学地域デザイン科学部附属地域デザインセンタープロジェクト要項1）に基づき設置したプロジェクト「防災教育実践の可視化と効果に関する研究」（代表：石井大一朗）の実施成果の一部であり、教育実践報告として位置付けられる。本プロジェクトは、栃木県内での防災教育実践に着目し、①既存の実践事例の収集、②新たな実践に向けた支援（専門的知見からの指導・助言）、③実践事例の可視化（情報発信）を行い、これらにより、県内における防災教育が強化され、多様な主体による地域防災力向上に向けた担い手の育成を推進することを目的とし、同大教職員に加え、第2筆者（宇賀神）及び第3筆者（遠藤）が研究協力員として参画している。なお、本稿では、第2筆者が同大と連携して取り組んだ防災教育の実践について詳報しつつ、第1筆者（土崎）がその意義について考察するものである。社会教育実習の一環として、防災士と大学生が連携し、公立図書館で行った防災教育の実践について報告する。実践に至った経緯や親子向け防災講座の具体的な学習プログラムを示しつつ、（1）子どもあるいは親子向け防災教育プログラム（防災教育の視点）、（2）図書館という社会教育施設で行われる学習プログラム（社会教育の視点）、（3）学生と地域がつながる活動を支援するコーディネーション（コーディネーションの視点）としての意義を整理する。departmental bulletin pape

Analysis of the pathways of foreign students after graduation from junior high school in Tochigi Prefecture: Results of the 15th annual survey

text紀要論文 / Departmental Bulletin PaperThis paper analyses the results of the 15th annual survey on the pathways of foreign students who graduated from junior high schools in Tochigi Prefecture this year. The survey collected answers on 200 students with non-Japanese backgrounds. Of these, 181 (90.5%) went on to high schools or other educational institutions. A questionnaire for managers was also conducted, in which the issues raised regarding the career guidance of foreign students were typified and interpreted. Two new findings from this study are as follows. First, the special measures for admission selection for students who have been in Japan for less than three years has shown limited effectiveness in practice, particularly in terms of expanding their educational opportunities. Second, one in eight students (27 out of 200, or 13.5%) advanced to public high schools outside Tochigi Prefecture. This suggests that public high schools within Tochigi are lagging behind in delivering special admission measures and specialized educational programs for students with foreign backgrounds. This study, by shedding light on high school advancement patterns, has highlighted challenges in educating students with foreign backgrounds, specifically within the context of this region. text紀要論文 / Departmental Bulletin PaperThree major events, Hanami, the New Fiscal Year, and April Foolʼs Day, make the month April well known. Among these events, the Hanami holds a special significance as a seasonal tradition that people have observed since ancient times. The cherry blossoms during Hanami symbolize April. In Japan, Hanami involves people gathering in groups to appreciate the flowers while enjoying food and drink, which is not as popular in other countries. In ancient times, Hanami served as an agricultural ritual to pray for a fruitful harvest when they began farming in the spring and a pre-celebration for the annual harvest. This agricultural ritual became closely associated with cherry blossoms, where flower viewing became a cherished tradition accompanied by eating and drinking. In urban areas where people do not farm, Hanami has grown into a popular pastime rather than an agricultural ritual and has continued. Besides Hanami, April also marks the start of a new fiscal year. In the late 19th century, the solar calendar introduced a separate budgetary year as noteworthy as the traditional new year. The end of the budgetary year and the beginning of the new fiscal year roughly align with the cherry blossom season in many parts of Japan. April 1st was a day for changing clothes in the pre-modern lunar calendar. The new calendar in the modern era made this day synonymous with April Foolʼs Day, a foreign concept where telling lies is acceptable. Over time, it has also taken on a seasonal association.
