REFORMING ARREARS MANAGEMENT TO ENSURE FINANCIAL STABILITY IN LOCAL GOVERNMENT
Structural reforms post-1990s, in politics and economy, have been accompanied by deep reforms in the management of public finances at the central and local level. In recent years, significant reforms have been implemented across all cycles and procedures of public financial management. A "good" budget document is characterized by its ability to provide sufficient information in a format that enables policymakers to allocate insufficient resources efficiently and effectively, ensuring spending aligns with priorities. Arrears continue to pose a threat to the financial health of local self-government units, although the stock of arrears has decreased year on year. At the end of fiscal year 2016, a stock of 12.9 billion ALL was recorded and currently, at the end of 2023, the stock of arrears is 4.8 billion ALL, marking a reduction of approximately 63% of it. Despite the reduction of this stock, arrears remain a threat to the financial stability of local self-government units. In recent years, it has been observed that local self-government units, even with existing arrears, ended their fiscal years with unspent budget funds. In order to prevent the creation of arrears and improve their management, several legal changes were made in 2023. These changes include calculating the weight of arrears against the actual budget rather than the projected budget and utilizing inherited funds to pay off arrears. This paper analyzes and evaluates the risk of creating arrears using statistical models and the use of time value of money formulas
FISCAL DECENTRALIZATION LEVEL IN ALBANIA
This study analyzes Albania\u27s fiscal decentralization level, taking into consideration fiscal decentralization measures using both combined and separate indicators, vertical imbalances, dependency ratios, etc. The study highlights fiscal decentralization data from various European countries and analyzes Albania\u27s fiscal decentralization from 2014 to 2023. This analysis investigates the impact of fiscal decentralization measures and reforms undertaken in Albania, particularly following the administrative-territorial reform, on the enhancement and improvement of local government revenues and expenditures. Additionally, the study explores and analyzes the evolving relationship between central and local governments and their dynamics since 2014. Based on the analysis carried out through statistical and comparative methods, it has been observed that while autonomous revenue for local governments has increased, there has been a parallel rise in transfers and grants from the central government. Local expenditures have grown at a rate consistent with the overall budgetary expenditures and GDP, significantly contributing to the local deficit. The study also examined various associations between decentralization indices and different variables. It is recommended that in the future, the types and size of taxes be determined through cooperation between local self-government units and business communities. This will help increase the pace of local revenue collection. As a result, it will contribute to the reduction of the local fiscal deficit and will simultaneously affect the reduction of the financial gap between the transfer of functions and powers to the local government and the financial resources required to exercise them
NOISE DISPERSION MODELING OF THE TERRITORY - OF THE AGRICULTURAL COMPANY AND THE RESIDENTIAL AREA
The mechanization of farm production, increasing traffic flows in towns and villages, and modernization of farm machinery have led to a rapid increase in acoustic discomfort zones. Noise levels in the living environment are a key factor in determining the comfort index. Therefore, there is a growing focus on studying noise processes. The article presents the company\u27s farm, which includes a newly designed cowshed, a liquid manure lagoon, a calf field camp, and a silage trench. The noise calculations consider the noise sources used in both the existing and project areas. The noise modeling was carried out using the CADNA A 4.0 computer program, and noise dispersion maps for Lday (12h) and Ldvn were modeled using ArcGIS 10.8 software. The simulations carried out in the article showed that the acoustic situation will change slightly after the implementation of the project compared to the current situation. The noise level at the noisiest location during the daytime will not exceed 35 dB(A), and no noisy activities will occur during the evening and night-time. However, activities conducted outside the territory resulted in a noise level of 57.5 dB(A) during the day, which exceeds the limit set by HN 33:2011
NITRATES IN DRINKING WATER IN VARNA DISTRICT
The study determined drinking water state in Varna district, Bulgaria, with regard to presence of nitrates in it. Water supply sources of the district are studied. Nitrates presence in drinking water is investigated for period 2018-2022 in 17 critical areas and trends are determined. The highest nitrate pollution levels are found in Dobrogled (2018 – 256 mg/dm3 ), Sadovo (2021 – 204 mg/dm3 ) and Zdravets (2021 – 165 mg/dm3 ). Drinking water in Dobrogled area is in the worst condition. Reported values are more than five times the norm. In 2018 the highest amount (256 mg/dm3 ) is recorded for studied period, and lowest (206 mg/dm3 ) is measured in 2021, which is more than four times exceeding the established norm (50 mg/dm3 ). Measures and activities implemented by RHI-Varna and WSS - Varna are studied

TRANSLATIONS OF THE POETRY OF VILIS PLŪDONS THROUGH THE PRISM OF TIME
The article addresses an understudied topic – translations of the Latvian classic poet Vilis Plūdons, whose 150th anniversary is being celebrated this year. Due to historical and political constraints, most of the poet’s works have been translated into Russian. The first translations of Latvian classics appeared at the beginning of the 20th century when Latvia was still part of the Russian Empire – Plūdons was published alongside other Latvian writers in the first collection of Latvian literature translated into Russian and prepared in close collaboration with the Russian Symbolists. The poet’s works were also included in the anthologies of Latvian poetry published in Russian during the first independence period. However, Plūdons was mostly translated during the Soviet years – during the occupation of Latvia, when anthologies, poetry collections, and selections were purposely published to introduce Latvian literature to Soviet readers in the context of general Russification. Plūdons’ children’s poetry, which was relatively free from censorship, was translated particularly extensively during this period. The most recent translations were published in Bauska, the poet’s birthplace, in the 21st century. The present article chronologically examines the translations listed in the Latvian Library Union catalogue, focusing on the analysis of the translations of the poet’s best-known poems in the context of the history of literature. The article reveals how the poet’s work is treated in every given period and how this influences the choice and interpretation of the source texts. It also focuses on the personalities of the key translators. The study concludes that, in general, the translations of Plūdons’ poetry attest to the historical trends in the translation of Latvian classical poetry, and that contemporary translations tend to showcase the poet as a man of his region and as an author of children’s poetry
TWO ANTITHETICAL IMAGES OF DEATH IN THE 20TH CENTURY: ABSURDITY AND PARADISE
The aim of this article is to show two instances of the way the theme of death appeared in modernist and anti-modernist texts, with the help of two different authors: Ernest Hemingway and C.S. Lewis. The former developed the image of death as an absurdity in his short story “The Snows of Kilimanjaro”, while the latter chose to represent death in more optimistic tones, as a gateway to paradise, in the last book of his The Chronicles of Narnia, The Last Battle. The study of these antithetical images of the theme of death will hopefully contribute to a thorough perspective on the literature of the last century
