    Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Underlying these claims, multivariate analysis identified two social values. The Societal/Protective highlights counter normative consequences and opposes the use enhancers. The Individual/Proactionary highlights opportunities and supports use. For most respondents these values are not mutually exclusive. This suggests that for many neuroenhancement is viewed simultaneously as a source of both promise and concern

    We introduce a two-valued and a three-valued truth-valuational substitutional semantics for the Quantified Argument Calculus (Quarc). We then prove that the 2-valid arguments are identical to the 3-valid ones with strict-to-tolerant validity. Next, we introduce a Lemmon-style Natural Deduction system and prove the completeness of Quarc on both two- and three-valued versions, adapting Lindenbaum’s Lemma to truth-valuational semantics. We proceed to investigate the relations of three-valued Quarc and the Predicate Calculus (PC). Adding a logical predicate T to Quarc, true of all singular arguments, allows us to represent PC quantification in Quarc and translate PC into Quarc, preserving validity. Introducing a weak existential quantifier into PC allows us to translate Quarc into PC, also preserving validity. However, unlike the translated systems, neither extended system can have a sound and complete proof system with Cut, supporting the claim that these are basically different calculi

    This essay examines why academic freedom has become a defining issue in the geostrategic competition between liberal democracies and their authoritarian challengers. The growing strategic rivalry between the United States and China is threatening to disrupt, even destroy, academic interchange between liberal and authoritarian societies. At the same time, populist right-wing leaders in Western democracies are attacking university autonomy, as part of a strategy of authoritarian consolidation. Hungary's prime minister Viktor Orbán has pursued an authoritarian takeover of his country's higher-education system while seeking new partnerships with Chinese institutions. Through this essay, I seek to explain why academic freedom faces unprecedented challenges, both within liberal democracies and from authoritarian competitors

    Cultural evolution, social ratcheting and the evolution of human division of labour

    While ecological specialization, social differentiation and division of labour are found in many species, extensive and irreversible interdependence among culturally specialized producers is a characteristic feature of humans. By extending the concept of cultural ratcheting (or the evolution of cultural products of such complexity that they become very unlikely to be recreated from scratch by naive individuals), we present simulation models showing how cumulative cultural evolution may have engendered a parallel process of 'social ratcheting' or the origin of culturally differentiated and irreversible interdependent individuals and groups. We provide evidence that the evolution of cultural division of labour in humans may have been associated with social network structures splitting the cognitive costs of cultural production across differentiated specialists, significantly reducing the burden of cultural learning on individual cognition and memory. While previous models often assumed agents with unlimited memories, we show that limiting individual memories to a fraction of available cultural repertoires has a noticeable accelerating effect on both cultural evolution and social differentiation among producers. We conclude that cultural and social ratcheting may have been two linked outcomes of cultural evolution in the hominin lineage.     Despite advances in myocardial reperfusion therapies, acute myocardial ischaemia/reperfusion injury and consequent ischaemic heart failure represent the number one cause of morbidity and mortality in industrialized societies. Although different therapeutic interventions have been shown beneficial in preclinical settings, an effective cardioprotective or regenerative therapy has yet to be successfully introduced in the clinical arena. Given the complex pathophysiology of the ischaemic heart, large scale, unbiased, global approaches capable of identifying multiple branches of the signalling networks activated in the ischaemic/reperfused heart might be more successful in the search for novel diagnostic or therapeutic targets. High-throughput techniques allow high-resolution, genome-wide investigation of genetic variants, epigenetic modifications, and associated gene expression profiles. Platforms such as proteomics and metabolomics (not described here in detail) also offer simultaneous readouts of hundreds of proteins and metabolites. Isolated omics analyses usually provide Big Data requiring large data storage, advanced computational resources and complex bioinformatics tools. The possibility of integrating different omics approaches gives new hope to better understand the molecular circuitry activated by myocardial ischaemia, putting it in the context of the human ‘diseasome’. Since modifications of cardiac gene expression have been consistently linked to pathophysiology of the ischaemic heart, the integration of epigenomic and transcriptomic data seems a promising approach to identify crucial disease networks. Thus, the scope of this Position Paper will be to highlight potentials and limitations of these approaches, and to provide recommendations to optimize the search for novel diagnostic or therapeutic targets for acute ischaemia/reperfusion injury and ischaemic heart failure in the post-genomic era

    Offering a decent database easily applicable to cross-country comparison, Transparency International’s Corruption Perceptions Index (CPI) has been widely used as a variable for showing the level of corruption. However, surveys of its sources are based on presumptions which mainly apply to bottom-up forms of corruption, namely free market corruption and bottom-up state capture, and therefore it is insufficient for assessing the state of a country plagued by top-down types of the former. We provide an analytical framework that distinguishes four levels of corruption and draws on the experience of the post-communist region. Using this framework to analyze the CPI’s survey questions, we explain why the index provides a blurred picture of the region. ‘Big data’ evidence for top-down corruption in Hungary is also presented, signifying the need for a more refined index

    Nationally representative household surveys collect geocoded data that are vital to tackling health and other development challenges in sub-Saharan Africa. Scholars and practitioners generally assume uniform data quality but subnational variation of errors in household data has never been investigated at high spatial resolution. Here, we explore within-country variation in the quality of most recent household surveys for 35 African countries at 5 × 5 km resolution and district levels. Findings show a striking heterogeneity in the subnational distribution of sampling and measurement errors. Data quality degrades with greater distance from settlements, and missing data as well as imprecision of estimates add to quality problems that can result in vulnerable remote populations receiving less than optimal services and needed resources. Our easy-to-access geospatial estimates of survey data quality highlight the need to invest in better targeting of household surveys in remote areas
