    The Rights and Duties of Minorities in a Welfare State In the light of Sirat Ul-Nabi

    According to Islamic Teaching, the fulfillment of the rights of the citizens is an integral part of Islamic system. If the rights of minorities are ignored or disbelieved, it will be caused to spoil the society as well as annoyance of Allah Almighty .So being a Muslim Nation we shall give attention for the rights of all individuals. Islam emphasizes for the rights a of citizens regarding the discipline and basic rights for Non- Muslim Minorities, refugees and for justice among all Muslims. Quran directs and guides about those minorities for good-will, good -behavior, Kindness, good- behavior and tolerance who are not participating activities of antagonism. Islamic state holds the guarantee for non-Muslim a minorities and all other citizens for their believes, religion, protection of their properties and honor. They will be behaved equally for their basic rights and freedom of citizenship due to basic humans. All the citizens are dealed equally in the light of rules. There will be no difference between the citizens being humans

    The Arab literature in East is considered the Golden period to the Islamic civilization, it is the land where Islam revealed and spread all over the world, Prophet (PBUH)’s parental land and the land where famous Poets. Andalus is considered an extension of that Islamic civilization in the land of the sun set. The Arabs ruled al Andlus eight centuries during which Andlus lands had witnesses golden ages and gloomy ones. that was how represented in our hearts. So Andalud picture was illustrated in our hearts with the lost progress and the bleeding wound. This feeling is created in ourselves and we live under occupation and discrimination similar the condition of the Muslims in Andalus at that time.     Administration is an important branch of the Islamic Law which is defined in English in these words: “Determined action taken in persuite of conscious purpose”. Organization is a master key in the society. In present time, it is also called bureaucracy or civil service with which every person is familiar but the few people know its real meaning. Hence, now it is not merely a word but such a mental state, intoxication of power or superiority complex as, in a form of governmental clamp, is a memorial to the western colonial system. All the governmental officials of high rank whose relation is to the civil service are called civil servants but their attitude, their thought, their training in civil service academies, staff colleges and the training institutions of public administration and their life style are contrary to it. After the selection of civil service, their family introduction is changed. They should be the public servants but they remain king maker in every epoch. Bureaucracy is a constant government. Democratic governments are being changed but civil servants have been holding their posts. It is called bureaucracy. There is an elucidation of this system as below

    This is our daily life's routine that, when people know each other and they discuss any incident in their mutual conversation /gossip, usually they just listen and decide whether it is right or wrong and don't even bother about authenticity/certification of incident. Need of certificate is felt when there raises a disagreement or doubt about authenticity of certificate. This is natural rule/ phenomena which we apply in our routine/ informal conversation. Need of certificate in the art of hadith is also felt as the result of same gradual evolution. In the initial phase of Islam "truthfulness" was prevailing that's why there was no need to narrate certificate but as soon as the era extended across the Prophet صلى الله عليه وسلم ,the falsehood and fabrications were started to prevail. In a consequence, narration of certificate became mandatory/obligatory. That is why "mutid ba zakhira mursil Ahadith" means there are lot of Ahadith which have not complete certificate. In the view of majority of scholars "mursal sahabi" (companion of Prophet صلى الله عليه وسلم (as a sender is mean of dependency/ reliance (as for as certification/ verification of hadith is concerned). For "Ayma Arba" (four high priests of Islam) "tabi" (subordinate of companion of prophet صلى الله عليه وسلم (as a sender is correct mean of dependency/reliance and the results will be driven from him (for the verification/ certification of hadith
