Philippines’ Fluidity of Innovation from 2001 to 2021: Interpretations and Implications

    No full text
While innovation is generally accepted as one of the drivers of economic growth, most innovation metrics are qualitative and have a relatively lesser impact on policymaking than their quantitative counterparts. With this challenge, this paper presents another quantitative metric: the Fluidity of Innovation applied in the Philippines from 2001 to 2021. The study analyses data from public government reports and reputable private entities using the contextualized Reynolds Number from fluid mechanics. The findings reveal a significant transformation in the Philippines' innovation, moving from a laminar (smooth and predictable) to a turbulent (rapid and complex) phase; this indicates the country has a growing capacity to cater to rapid development in technology such as Artificial Intelligence and Quantum Computers. Since the Philippines is leaning towards a turbulent flow of innovation, some technology will be felt as Radical Innovation instead of Disruptive Innovation across the industries that allow the labor force to experience empowerment rather than a complete layoff. This research contributes to the broader understanding of innovation's role in the Philippine economy and fiscal policies, particularly those for innovation and technology

    No full text
As students opted for modular distance learning during the pandemic, they were forced to self-regulated learning with little assistance from teachers. Video lectures are materials commonly designed for active learning methods in distance learning. However, studies found that the length of videos has a strong influence on students’ control over their learning. Longer videos have issues sustaining students’ focused attention to content. This study aimed to develop, validate and evaluate the quality and effectiveness of micro-lecture videos in Physics. Using the developmental research design anchored on the ADDIE model, 7 videos were developed. Videos were quality assured and administered to grade 7 students for evaluation, and feedbacking. Using a developed instrument, an LRMDS standard evaluation tool from the Department of Education, and thematic analysis, quality assurance results, test scores, and interview transcripts were gathered and analyzed statistically and thematically. Results show that despite limited engagement, video lectures are vital so students are guided to self–regulate their learning at their own pace. They also brought positive outcomes, particularly on ownership of learning where students manage and control the pace of their video view, allowing them to replay anytime. On the quality of materials, micro-lecture videos have relevant, logically arranged information, with appropriate content and language that are free of bias. They also have a well-defined purpose, are content-friendly, and can engage viewers for a better understanding of concepts. Moreover, end-users responded that the material was easy to use, can be viewed in messenger, and can be downloaded anytime since it has a smaller file size

    No full text
Consistent with the Plan-Do-Check-Act (PDCA) design of ISO 9001:2015, performance evaluation of policies pertaining to the University’s main functions, i.e., instruction, research, and extension, should be pursued, especially for a newly implemented policy. Small Private Online Courses (SPOCs) at Bulacan State University were crafted, developed, and enhanced not only in compliance with the demands of continuing education but also to suit the standard of learning that is equal to classroom instruction catered physically. Whether these courses became effective and efficient within the duration of implementation remains to be determined. In the hope of having a fair and honest assessment that willlead towards relevant refinement of offering SPOCs, this mixed method of research undertaking aims to re-examine its efficiency and effectiveness, specifically, the learnings, issues and challenges encountered by the facultymembers and students when using SPOC as modality. Thesurvey questionnaire and interview questions were developed and validated and the interview among faculty members were face to face while the survey questionnaire for the SPOC students was through Google form for answering online, and the respondents were five thousand and eight students and twenty-five faculty members were interviewed. The findings indicate the factors that may impede the success of the implementation of SPOCs, aside from personal logistic challenges, the lack of discipline to manage time and sustain the interest in a given lesson are problems that require attention and further innovation. While connectivity can be identified as a personal logistic challenge, it can also be a challenge on the part of the University. The problem of connectivity may be seen as an opportunity for the University to create its own Learning Management System that can be customized to suit fit according to bandwidth, accessible and affordable to students. It can be concluded that SPOC is a promising learning platform in a world where hybrid interactions are highly relevant and can help save a lot of time and resources which brings in the recommendation to revisit, redesign, and recalibrate it for the ever-changing landscape of education

    No full text
The study assessed the bangus culture as the key livelihood initiative of the FishCORAL project of BFAR-V covering the coastal barangays in Libmanan, Camarines Sur. The assessment focused on identifying the enterprise's inputs, outputs, and outcomes and its economic and social impacts on the project beneficiaries.  Interviews, focus group discussions, desk reviews, and field surveys were employed to evaluate the project achievements, including using an adopted model for monitoring and evaluation. Descriptive analysis and mixed methods were applied to data analysis. Five associations take turns running the livelihood enterprise through the circular sea cage located at Barangay Bahao. The beneficiaries encountered challenges, such as the high cost of fuel used in going to and from the project site, especially those coming from far barangays; commercial markets were not yet considered for the product due to insufficient volume of harvest; and the association's need guidance in leadership and business management.  Typhoons affected the project during its initial operation. Still, since the household size of the beneficiary families is primarily tiny, it is easier for them to sustain the family's basic needs with incomes from fishing and other alternative sources. The fishing households share the livelihood assets available in the community. The project achievements met the criteria for relevance, coherence, availability, and perceived utility viz-a-viz the business objectives. Recommended measures, organizational capability, support systems, and internal disagreements must be addressed to sustain the Bangus culture livelihood project
