DESEMPE 1O SISMORRESISTENTE DE EDIFICIOS TIPICOS VENEZOLANOS \ubfSON REALMENTE LAS PAREDES COMPONENTES NO ESTRUCTURALES?

La mayor\ueda de las edi ficaciones en Venezuela poseen paredes de mamposter\ueda, tanto en sus fachadas como en sus divisiones internas. Estas paredes son com\ufanmente consideradas como componentes no estructurales, incorpor\ue1ndose en el an\ue1lisis y dise\uf1o sismorresistente s\uf3lo como pes o (para las acciones permanentes) y masa (para las acciones s\uedsmicas), menospreciando su aporte a la resistencia y rigidez del sistema estructural. La patolog\ueda estructural de diversas edificaciones afectadas por sismos importantes ocurridos en el pa\ueds, h a puesto en evidencia que, al haberse subestimado el comportamiento de las paredes, las estructuras han presentado un desempe\uf1o muy distinto al previsto en su an\ue1lisis y dise\uf1o. Afortunadamente, en muchos casos la presencia de las paredes ha sido favorable , dado que le aportan cierta rigidez y resistencia adicional al edificio; no obstante, cuando \ue9stas se agrietan degradan bruscamente sus propiedades mec\ue1nico - resistentes y se convierten mucha veces en las principales responsables del pobre desempe\uf1o de los edificios m\ue1s da\uf1ados. En este trabajo se presenta un an\ue1lisis del tema a partir la interpretaci\uf3n de los s\uedntomas observados, haciendo \ue9nfasis en las estructuras tipo p\uf3rticos. Asimismo, se proponen algunas medidas orientadas a reducir los efectos nociv os de las paredes en la capacidad sismorresistente. ABSTRACT The most popular structural system used in Venezuela to resist seismic loads has been the reinforced concrete moment - resisting frames. In most ca ses, it has prevailed the tradition of building the internal partitions and facade walls using masonry, which has no structural function. Structural engineers usually underestimate those masonry walls\u92 stiffness, strength and fragility, considering them on ly as a permanent weight and seismic mass. The assessments of many buildings affected by recent earthquakes have left in evidence that masonry walls have been the protagonists in their seismic performance; fortunately, the presence of these walls has been favorable, because of their contribution to the strength and stiffness. But in several cases, the presence of masonry walls have been the main reason of the poor performance of the most damaged buildings. This paper presents some case studies of buildings affected by seismic loads, whose conclusions are based on the semiotic analysis of each case. This is intended to promote the study and discussion of this subject in order to reduce the vulnerability of Typical Venezuela buildings. LA HORA CERO DE LA POLITICA

El presente trabajo tuvo como objetivo final la caracterizaci\uf3n de la acci\uf3n pol\uedtica actual dentro del quiebre de los discursos ideol\uf3gicos tradicionales. Para ello se identificaron las caracter\uedsticas b\ue1sicas de los discursos pol\uedticos vigentes para mostrar su aplicaci\uf3n en la acci\uf3n pol\uedtica actual, se examin\uf3 el estado de situaci\uf3n de algunos conflictos pol\uedticos localizados en Venezuela para determinar la coherencia con el discurso pol\uedtico que los rige y por \ufaltimo se examin\uf3 la vigencia de los discursos ideol\uf3gicos en la acci\uf3n pol\uedtica para mostrar su relaci\uf3n en el manejo, ejercicio y mantenimiento del poder. La metodolog\ueda utilizada se fundament\uf3 en la categor\ueda de la investigaci\uf3n cualitativa, por lo que el investigador asume las caracter\uedsticas y riesgos implicados en este tipo de investigaci\uf3n y en la que el investigador es el instrumento de medida, debido a que prevalece el criterio de \ue9ste; son estudios intensivos en peque\uf1a escala; no tienen intenci\uf3n de probar una hip\uf3tesis espec\uedfica, sino m\ue1s bien generar ideas para potenciar nuevas hip\uf3tesis o teor\uedas. Se abord\uf3 como conclusi\uf3n las carencias actuales de soluciones pol\uedticas estables y el uso de referentes discursivos como argumentos instrumentales para el acceso y mantenimiento del poder como ejercicio de hegemon\ueda. This identified the basic characteristics of the current political discourse to show its application in the current political action, we examined the state of affairs of some political unrest in Venezuela located to determine consistency with the governing political speech and finally examined the effect of ideological discourses in political action to show their relationship in the management, exercise and maintenance of power. The methodology used was based on the category of qualitative research, so that the researcher takes on the characteristics and risks involved in such research and the researcher is the instrument of measurement, because the prevailing view thereof; are small-scale intensive studies, they have no intention to test a specific hypothesis, but rather to generate ideas to develop new hypotheses or theories. Addressed at the conclusion of the current shortcomings and stable political solutions concerning the use of discursive and instrumental arguments for access and maintenance of power as an exercise in hegemony. GESTI 2N DE RECURSOS HUMANOS Y RELACI 2N DE TRABAJO EN EL SIGLO XXI

El prop\uf3sito de este trabajo es analizar la gesti\uf3n de los recursos humanos ya que es una de las \ue1reas m\ue1s afectadas por los cambios que ocurren en el mundo moderno y relacionarla con el nuevo modelo de producci\uf3n para el siglo XXI. Es una investigaci\uf3n de tipo documental. Para ello se hizo una evaluaci\uf3n de las eras presentes en el siglo XX caracteriz\ue1ndose por tres eras distintas. La era de la industrializaci\uf3n cl\ue1sica, donde se impuso un modelo jer\ue1rquico, funcional, donde la especializaci\uf3n de los trabajadores era lo m\ue1s importante. Seguida por la era de industrializaci\uf3n neocl\ue1sica caracterizada por un dise\uf1o h\uedbrido doble y matricial de estructura organizacional. Se llego al siglo XXI con la era de la informaci\uf3n, las organizaciones se orientan hacia la globalizaci\uf3n, las personas, el conocimiento, la tecnolog\ueda y los resultados. Los cambios son violentos y predomina la importancia del capital humano e intelectual. Surge un nuevo modelo de producci\uf3n el cual hace \ue9nfasis en el trabajo de los equipos autodirigidos, se busca que los trabajos repetitivos los realicen m\ue1quinas y cada trabajador represente una fuente de creaci\uf3n de valor y una unidad estrat\ue9gica de negocios. Se trata de motivar la iniciativa y el comportamiento del empleado, ahora m\ue1s cualificado. Se dispone de una humanizaci\uf3n del proceso, ya que cada trabajador controla su propio trabajo porque cuenta con las habilidades necesarias para hacerlo. ABSTRACT HUMAN RESOURCE MANAGEMENT WORKING RELATIONSHIP IN THE XXI CENTURY The purpose of this study is to analyze the human resource management as it is one of the areas most affected by the changes occurring in the modern world and to relate the new production model for the twenty-first century. It is a documental research. This was an evaluation of these eras in the twentieth century characterized by three distinct eras. The classical era of industrialization, which imposed a hierarchical, functional, where the specialization of the workers was the most important. Followed by the neoclassical era of industrialization characterized by a double hybrid design matrix organizational structure. It was the twenty-first century information age, organizations are moving towards globalization, people, knowledge, technology and results. The changes are predominantly violent and the importance of human and intellectual capital. Comes a new production model which emphasizes the self-directed work teams, it looks for repetitive tasks are performed by each worker machines and represent a source of value creation and strategic business unit. This is the initiative and motivate employee behavior, far more qualified. It has a humanization of the process, since each worker controls his own work because it has the necessary skills to do so. LOS AMBIENTES VIRTUALES EN EL APRENDIZAJE DE MATEM\uc1TICAS

Para un docente de Matem\ue1ticas, observar y reflejar sus consideraciones sobre la forma como ocurre el aprendizaje de las Matem\ue1ticas puede resultar parte de sus atribuciones o responsabilidades asumidas. Es as\ued como, utilizando un criterio subjetivo inscrito en el paradigma cualitativo, en este ensayo se asume el reto de presentarlas, argumentando con investigaciones sobre ambientes virtuales, de modo que pudieran converger en la utilizaci\uf3n de nuevos escenarios en el aprendizaje de las Matem\ue1ticas del segundo semestre en el Programa de Ingenier\ueda Agroindustrial del Decanato de Agronom\ueda de la Universidad Centroccidental "Lisandro Alvarado" (UCLA). Las consideraciones en este ensayo, las cuales exponen lo observado de una realidad circundante, son producto de la hermen\ue9utica del autor y su capital cultural, articulados con otras investigaciones documentales. In that way, using a subjective criterion inscribed in the qualitative paradigm, in this study assumes the responsibility of presenting some considerations for the use of virtual environments in the learning of Mathematics for the Agronomy Engineering program in the Decanato de Agronom\ueda de la Universidad Centroccidental "Lisandro Alvarado" (UCLA). La gesti\uf3n empresarial, la b\ufasqueda constante y sistem\ue1tica de innovaci\uf3n y el uso intensivo del conocimiento constituyen factores determinantes para el \ue9xito de las empresas; todo esto promovido por la gesti\uf3n tecnol\uf3gica como funci\uf3n motora e integradora de las estrategias de desarrollo empresarial.
