The pilot will test ways to rebuildlocal authority capability to ensure a local youth offerwhich addresses the needs of young people andsupports government priorities.The objectives of the Local Youth TransformationPilot are to:improve capability in 12 local authorities toimprove their local youth offerbuild DCMS’ and wider governmentunderstanding of the challenges andopportunities local authorities face, and how localauthorities can best be supported to buildcapability to effectively meet their statutory dutyand deliver effective services for young peopleensure longer term sustainability in participatinglocal authorities to deliver their youth servicesstatutory dutyDelivery and evaluation partnersThe National Youth Agency (NYA), with UK Youth,Regional Youth Work Units, YPF Trust, Centre forYoung Lives, Streetgames and Local GovernmentAssociation, is working as a delivery partner for thepilot. Through tailored advice, tools, resources andconsultation, they are supporting Pathfinder localauthorities to assess current youth provision in thecommunity, understand the needs of young people intheir areas, and develop a plan to improve provision foryoung people.The pilot will be independently evaluated by RSM UKConsulting LLP. The evaluation will support ourunderstanding of the pilot by assessing how the pilotwas implemented, how taking part affected localauthority youth offers and capability to meet the youthservices statutory duty, and how the role of localcontext influenced delivery and outcomes.Delivery modelWe recognise that local authorities are best placed tounderstand their own needs, which is why this pilot isfocussed on working with and supporting Pathfinderlocal authorities in a way that works for them. There are 4 core phases of the Local YouthTransformation Pilot all Pathfinder local authorities willundertake.Phase 1- Developing understandingTo establish the areas of improvement thateach Pathfinder local authority will addressduring the pilot, it is vital that local authorities,NYA and DCMS understand the current level ofprovision and services. In the first phase of the pilot, NYA will work witheach local authority and, where applicable, theirlocal partners, to carry out an assessment ofexisting youth provision and needs. Thisinvolves mapping provision, carrying outinterviews with stakeholders and young people,and analysing data. The review includesservices delivered by local authorities as well asthose provided by third sector organisationsand employers.Phase 2- Developing an action planUsing this insight, local authorities will, withsupport from NYA, develop an action plan todeliver within the pilot timeframe that reflectslocal authority strategic priorities and direction.The action plan will prioritise specific areas ofneed from the assessment of provision and setout how the local authority intends to improveagainst these areas.  NYA will, where required, support localauthorities to understand and plan how toengage with young people to ensure theirvoices are heard in the development of theaction plan. Action plans will differ between local authoritiesbased on the unique context of each localauthority and the needs identified during theassessment of provision. The list below is byno means exhaustive, however we anticipateaction plans will focus on improving capability inareas such as:promoting, sustaining and effectivelydeploying the youth workforce (qualifications,skillset, capacity, progression, retention)building expertise in high quality youthservices within the local authority (training,partnerships with other sectors, informationand best practice sharing)developing leadership around youth serviceswithin the local authority (training, capacity,organisation, structure, progression)improving youth engagement andcollaboration (youth voice, partnerships withother organisations/sectors)improved partnership working and support tothe voluntary sectorpublication and communication of provision(as required by the Statutory Duty)Action plans will be shared with and reviewedby DCMS, who will assure the plans andapprove grant funding for implementation.Phase 3- Implementation of action plansNYA will provide a tailored package of adviceand support for local authorities and theirpartners (where applicable) to implement theirplans, including producing practical tools andguidance and providing ongoing support andconsultation.Phase 4- Review of action plansAt the end of the pilot, NYA will work with eachlocal authority to carry out a follow-up review ofthe action plan and the progress made duringimplementation. This will be an opportunity toreflect on positive changes as a result ofparticipating in the pilot, consider the impact ofactivities undertaken through the action plan,and identify further opportunities to build onsuccesses achieved. Using these insights, NYA will support localauthorities to develop longer term action plansto ensure the sustainability of the outcomesachieved during the lifetime of the pilot.Participating local authoritiesThe effective delivery of the Local YouthTransformation Pilot requires careful selection ofPathfinder local authorities to ensure robust learningswhich could facilitate any future wider roll-out. To reflect the small size of the pilot, limited data onexisting youth provision, and to reduce administrativeburden on local authorities, an Expression of Interest(EOI) process was chosen to select the localauthorities.43 local authorities with the highest levels of youngpeople living in families facing income deprivation (asmeasured by Income Deprivation Affection ChildrenIndex (IDACI)), by region, were invited to submit anEOI. IDACI was chosen based on its links to the objectivesof the fund, and transparency and quality of the dataavailable. IDACI brings together 7 factors which caninfluence levels of deprivation for children including:incomeemploymenteducationhealthcrimebarriers to housing and servicesliving environmentResearch by the Social Mobility Commission found adirect link between household income and youngpeople’s participation for almost all extra-curricularactivities. Children from the poorest households weremuch less likely to take part in any extra-curricularactivity, but particularly music and sport. The DCMSYouth Participation Survey found that participation ratesin clubs and activities were lower for young people inthe most deprived IDACI quintile (56%) compared tothose in the highest IDACI quintile (76%). This fundtargets areas with higher proportions of young peoplethat are less likely to participate in enriching activities,to build high-quality youth offers.EOIs were reviewed by DCMS to understand why localauthorities wanted to participate and the benefits thattaking part would have for the local authority and youthprovision.12 Pathfinder local authorities were selected toparticipate in the pilot, representing a range ofgeographies, contexts and youth service operatingmodels. Learning from the pilot will beshared with the sector more widely, and we anticipatethat the pilot will have benefits beyond the selectedPathfinder local authorities.Local authority fundingFunding allocations for Pathfinder local authorities willbe based on their action plans and local needsassessments, currently being undertaken. Confirmedfunding allocations will be shared in due course.Next stepsThe pilot will be delivered across 2025 to 2026,with all activity ending by 31 March 2026.
