Nejvhodnějším systémem spolupráce a partnerství v oblasti cestovního ruchu se již dlouhodobě ukazuje organizace cestovního ruchu. Tento systém efektivního partnerství zvyšuje konkurenceschopnost nejen uvnitř daného území, ale hlavně navenek vůči ostatním regionům. Pouze dobře fungující OCR, založené na partnerství a spolupráci s dalšími rozhodujícími aktéry CR v daném území se mohou stát efektivními konkurenceschopnými jednotkami. This development follows the natural processes that took place in the past in developed countries in Europe, with the difference that in the Czech Republic are not in compliance with zoning (regionalization) tourism area. Methods used to create the zoning is not uniform in the Czech Republic, while not always play a major role in the geography, plus TO have too much opportunity to participate in the process of zoning. This makes the situation very confusing when, for example, some TO work regions or tourist areas, and it causes a significant disproportion in the territory and the subsequent ineffectiveness during its development in tourism. In connection with the growing number of TO, this topic is becoming increasingly topical. If, therefore, will not be actively addressed, it will become one of the main barriers to tourism development in the country
