AN excellent picture is presented of Colonel JAY L. TORREY, commanding the Second United States Volunteer Cavalry, otherwise known as '' Torrey's Troopers,'' now encamped at Panama Park, and form-ing a part of the Third Division, Seventh Army Corps. Col. Torrey is just recovering from the effects of a serious injury in a railruad wreck at Tupelo, Miss., while en r11ute lo Jacksonville with bis regiment, and hopes soon to be able to get about. A man of the most robust physique, tall and com-manding, he is lhc ide:il of an army officer, and com-bined with these qualities :i.ature has also given to him a most kindly disposition, a warm and generous heart, together with the tenderneRs and solicitude of a we man almost, and yet at the same time with a strong will force that makes him a natural leader of men. It is not to be wondered, then, that he hol<ls such a hig-h place in the affections of his trocpcrs, and that every one of them feels proud of the fact that he belongs to Colonel Torrey's regiment. He is the au, hor of wh.1t is known as the '' Torrey Bankruptcy Law,'' recently passed by Congress, is a lawyer by profession, and 1s one of the richest ranch owners of Wyoming-. His troopers all come from Wy-oming, Utah, Nevada, Colorado and Idaho, and are all hardy men, well qualified tor lbe work before them. Colonel Torrey was the originator of the idea of the organization of troops consisting of '' frontiersmen who are marksmen and horsemen,'' and secured the legis-lation pursuant to which three regiments of cavalry of this character have been enlisttd. It has a. population of a.bout 30,000 It is the terminus of eight railways. It is the gateway to Florida, the Bahamas and the Island of Cuba. It is twenty-seven hours from Cincinnati and New York by rail. It has regular and direct steamship communication with all points North. It is located on the noble St Johns River, which, with its tributaries, gives 1,000 miles of inland navigation. It is fourteen miles from the Atlantic Ocean, one hun-dred miles from the Gulf of Mexico, and is always cooled by the Ocean or Gulf breezes. It is within thirty minutes, by rail, from the finest sea beach in the world . It has nine miles of river front . It is the natural commercial emporium and business me-tropolis of Florida. It has the finest hotel accommodations in the Southern States. It has the Duval County Court House, which cost $100,-000, and the U. S. Court House and Post Office, which cost $275,000, a City Hall and Market, which cost $70,000, City Armory, costing $30,000 . It has three hospitals . It has forty-eight churches. It has eighteen public and ten private schools . It has a public library . It has three daily and ten weekly and monthly papers. It has four national, three private and two savings banks. It has six building and loan associations. It has one hundred factories, great and small, with an aggregate capital of over one and a half million dollars . It has twelve miles of electric street railways. It has miles of shell road drives . Its financial condition is exceedingly good . Its indebted-ness is only $200,000 in water works bonds ; its floating debt but a few thousand dollars . The assessed value of real and personal property (three quarters of actual) for 1892, was $12,540,800, on which the city taxes are 12 and 2-10th mills . It has a live board of trade. It has a Masonic Temple, two fine Club houses, an Odd Fellows' hall, and a. W. C. T. U. building; also numerous other benevolent societies. It has an opera house. It has a driving park. It bas the most healthful climate in the world. Its mean temperature is seventy degrees, and is cooler in summer than Boston or Chicago. Its mortality averages ten in the thousand- the lowest in the United States. Its water works is supplied from artesian wells, flowing 5,000,000 daily. It has an efficient paid fire department, with telegraphic fire alarm. It bas gas and electric lights, and a thorough sanitary and drainage system. It has · an extensive lumber and timber business, with great steam saw mills. It is the principal distributing point for Florida fruits and other products. It bas the largest wholesale houses and A. 1 facilities for jobbing. Its annual trade exceeds $40,000,000. Jacksonville prospers by the development of the State of Florida. With such a country tributary to Jacksonville, its rapid growth in the past is fully accounted for, and its future growth beyond question.
