Dissertação de mestrado em Educação (área de especialização em Desenvolvimento Curricular)Este estudo centra-se na análise do Memorando sobre Aprendizagem ao Longo da Vida (Comissão, 2000) e de alguma da documentação subsequente (supranacional e nacional), de forma a podermos inferir o(s) sentido(s) da sua influência prática nas mudanças curriculares do 1º ciclo ao longo da última década. Foi também objectivo desta investigação perceber “onde”, “quando” e “como” começaram a aparecer legisladas as directrizes do Memorando sobre a
Aprendizagem ao Longo da Vida na documentação nacional atinente ao ensino básico, mais especificamente ao 1º ciclo.
Para a compreensão da problemática de investigação, considerou-se pertinente que o
enquadramento teórico-conceptual incidisse sobre questões relacionadas com a europeização do currículo e das políticas educativas nacionais. Procurou-se perceber a trilogia educação/globalização/conhecimento, que tipo de relações se tecem, quais as ideologias que enformam as decisões políticas actuais (mudanças e estratégias curriculares) e a sua influência nas práticas docentes. Conclui-se com a explicitação de conceitos inerentes à problemática, a saber: educação, aprendizagem, gestão curricular, aprendizagem ao longo da vida e
aprendizagem formal/informal/não formal.
Atendendo à natureza do objecto em estudo seguiu-se uma metodologia qualitativa tendo a
recolha de dados recaído sobre documentos oficiais produzidos pelas instâncias europeias e pelos governos nacionais. Para a sua análise e interpretação recorreu-se à técnica de análise de conteúdo com o objectivo de destacar quer o seu conteúdo evidente, quer latente. Concluiu-se que as primeiras referências à aprendizagem ao longo da vida surgiram, a nível
nacional, com Decreto-Lei nº 6/2001, de 18 de Janeiro, que tem por objectivo a reorganização curricular do ensino básico. Concluiu-se, também, que os princípios da aprendizagem ao longo
da vida, sustentados no Memorando em estudo, se encontram desvirtuados ao nível do ensino básico, resumindo-se a um conjunto de competências básicas entendidas como necessárias
para a sobrevivência numa economia baseada no conhecimento, reguladas por um sistema de prestação de contas preconizado pela Administração Central. Assistimos, assim, à emergência de um currículo europeu que se concretiza através da formulação de competências base e da indicação de conteúdos estruturantes para a efectivação da Sociedade do Conhecimento.The focus of this study is the analysis of The Memorandum on Lifelong Learning
(Commission, 2000). Some of the following documentation, International and National, is illustrated so we could understand it’s practical influence on the curricular changes in the elementary school throughout
the last decade. Another purpose of this investigation was to understand “Where”, “When” and
“How” started to appear legislation in the direction lines of The Memorandum on Lifelong
Learning in the national documentation related to the elementary school. To understand the investigation problematic, we considered pertinent that the theoreticianconceptual
frame fallen upon questions related with the europesation of the curriculum and the
national education politics. We tried to understand the trilogy:
Education/Globalisation/Knowledge; the web relations and the ideologies behind the actual
political decisions (curricular changes and strategies) and their influence in the teaching
practices. It is concluded with the explanation of the problematic concepts as: education,
learning, curricular management, lifelong learning, formal/informal/non formal learning.
The nature of the study object implied the use of a qualitative methodology, where the
gathering of data was based on official documents produced by European and National Governments. These documents were analysed and interpreted using “content analysis technique” aiming the revelation of the evident and latent contents. It is concluded that the first references to the lifelong learning appeared, at a National level,
with the Decreto-Lei nº 6/2001, on the 18th January 2001, that have as purpose the curricular reorganisation of the elementary school. It is, also, concluded that the long life learning principals, sustained in the studied memorandum, were depreciated at the basic education level. They were also summarised to a collection of basic competencies assumed as necessary to the survival in a Knowledge based economy, ruled by an accountability system sponsored by the
central administration. All of this was assisted by the rise of the European curriculum
materialised by the basic competencies formulation and the establishment of the structural contents to the concreteness knowledge society
