National Police Command Cracow-city. Crime problem among the lower rank functionaries in the years 1920-1928.

Abstract

Głównym celem tej rozprawy było omówienie zagadnienia przestępczości wśród niższych funkcjonariuszy Komendy PP Kraków-miasto w latach 1920 – 1928. Pytanie badawcze, jakie sobie postawiłem brzmią następująco: Jaki był stan dyscypliny wśród funkcjonariuszy PP Komendy Kraków-miasto? Czy dopuszczali się łamania prawa? Jeśli tak, to jaka była tego skala? Czy władze policyjne starały się zapobiec przestępczości wśród członków korpusu osobowego PP? Jeśli tak to, jakie były to metody? W jaki sposób przestępczość wśród funkcjonariuszy policji była postrzegana przez opinie publiczną?Rozprawę tą podzieliłem na trzy rozdziały. W pierwszym rozdziale przybliżam genezę PP oraz okoliczności jej powstania w Krakowie. Następnie charakteryzuję komendę miejską, przedstawiam jej władze oraz opisuje poszczególne komisariaty. W rozdziale drugim zaprezentowałem korpus osobowy funkcjonariuszy PP. Ze szczególną uwagą przyjrzałem się poziomowi dyscypliny oraz wyszkoleniu niższych funkcjonariuszy. W kolejnym podrozdziale znajduje się charakterystyka organów kontrolujących oraz ich uprawnień. W ostatniej części tego rozdziału znajduje się omówienie zagadnienie etosu policjanta i jego wpływu na stan dyscypliny w PP. W rozdziale trzecim zostały omówione doniesienia karne, ocena opinii publicznej na temat Komendy Kraków-miasto oraz wykazy kar dyscyplinarnych przyznanych niższym funkcjonariuszom policji Krakowskiej.Temat przestępczości niższych funkcjonariuszy PP Komendy Kraków-miasto w latach 1920-1928 nie został wyczerpany w tej rozprawie. Jednakże wobec braku jakichkolwiek badań na temat Komendy PP Kraków-miasto praca ta stanowi ważny przyczynek do szerszych badań nad historią krakowskiej policji w II RP.The main aim of this thesis was to report the crime problem among the lower rank functionaries of National Police Command Cracow-city in the years 1920-1928. Research question that I set in this work was as follows: What was the state of discipline among the functionaries of National Police Command Cracow-city? Were they committed to breaking the law? If yes, what was the scale of this? Was the police authority trying to prevent crime among members of the National Police corps? If so then, what were the methods? Were they bringing the desired results? How the public opinion perceived the issue of crimes among the police officers?This thesis was divided into three chapters. In the first chapter I draw the genesis of National Police and the circumstances accompanied its formation in Cracow. Then I demonstrated the Command municipal characteristics, next I presented its authority and describes each commissariats. In the second chapter I presented the personnel corps of National Police functionaries. I focused on the level of discipline and training of lower rank functionaries. The next section contains characterization of the control authorities and their powers. The last part of this chapter includes a report of the police ethos issue and its influence on the level of discipline in the National Police. In the third chapter I analyzed criminal reports, assessment of public opinion on Command Cracow-city and the lists of mete out disciplinary actions, among lower rank functionaries. The report, Crime of lower rank functionary National Police Command Cracow-city in the years 1920-1928, has not been exhausted. However, the absence of any researches in the area of State Police Command Cracow-city, makes this thesis an important contribution to the wider research on the history of Cracow police in the Second Polish Republic
