SIR: I have the honor to transmit herewith a copy of a report dated the lOth instant, addressed. to this Departme-nt by the Commissioner of Indian .Afihirs, presenting an account of Hon. James Tufts tor expenses incurred and supplies furnished hy him for the Indian service in Montana, while he was acting governor and ex-officio superintendent of Montana Territory, from the lOth of June, 1868, to the 1st July, 1869, amounting in the aggregate to $:3,343 50. There are no funds at the disposal of this Department applicable to the payment of the account, and agreeably to the recommendat.ion of the Commissioner, the papers in relation thereto are herewith submitted to Congress, with a view to au appropriation to pay the same. Green Clay Smith as governor, and, in the absence of the latter officer, the executive duties of governor, as well as those of superintendent of Indian affairs, devolved on the secretary. By reference to the tecords of this office it appears that Mr. Tufts not being a bonded officer; his estimates for funds to meet the expenses of his superintendency could not be filled, and that he was left. during the whole year of his administration, without any pecuniary support from your Department, at a time when our Indian afl'a.irs in .l\Iontana required the most unremitting vigilance on the part of the superintendent. I have no reason to doubt the correctness of the account now presented by Mr. Tufts, but as there are no funds at the disposal of the Depart-ment applicable to the payment of the same, I respectfully suggest that the papers herewith inclosed be referred to Congress, with a request for an appropriation to meet the exigency. SIR: I herewith submit a statement of expenses incurred by me while ex-officio superintendent of Indian affairs for Montana, from .June 10, Hl68, to July 1, 1i::l69. I forwarded the accounts by Special Agent W. J. Cullen in the autumn of 1869, but their reception was never acknowledged. Circumstances of a private nature prevented. me from coming to Washington until the present winter, and therefore I have waited to present the matter to your Depart-ment in person. While superintendent for more than a year, there were no funds at my disposal, and there was a constant draft upon me for the supply of destitute and deserving Indians.
