Estudio de factibilidad para el desarrollo un servicio de acompañamiento especializado a personas con discapacidad y movilidad limitada en la ciudad de Cartagena

Abstract

Se puede decir que en Colombia la población de personas con limitaciones de movimiento se encuentra en el olvido, ya que si bien hay planteamientos específicos en relación a este tipo de personas y se señalan deberes del Estado y la sociedad hacia ellos, muchas de estas normas no se cumplen a cabalidad en muchos escenarios, lo que conlleva a que una buena parte de la población con capacidades especiales se sientan excluidos de la sociedad al no tener acceso a servicios como: salud, transporte y educación. Este grupo de personas requiere con urgencia un medio de transporte que les ofrezca seguridad, comodidad y acompañamiento especializado con vehículos adaptados para sus necesidades específicas, teniendo en cuenta que resulta muy tedioso para ellos tener que salir a la calle a tomar un transporte y sentirse rechazados por la sociedad por su condición de movilidad, ya que por sí solos no se pueden montar a un bus, detectándose casos en donde buses y taxis le niegan el servicio a estas personas y prefieren hacerse la vista gorda para no tener que transportarlos.
