Bu çalışma ile Stratejik Planlama Süreci Kişisel-Değerlendirme Ölçeği'nin (Strategic Planning Process Self-Assessment Questionaire-SPSAQ, Strategic Futures Consulting, Inc., 2013) geçerlik ve güvenirlik çalışmasının yapılarak, Türkçe'ye uyarlanması amaçlanmıştır. Mevcut yasa ve yönetmelikler çerçevesinde stratejik planlama hazırlamakla yükümlü, Türkiye'deki 59 devlet üniversitesinin Sağlık, Kültür ve Spor Daire (SKSD) Başkanlıkları'nın üst ve orta düzey yöneticileri ile bu birimlerde görev yapan çalışanların oluşturduğu toplam 173 kişi araştırmaya gönüllü olarak katılmıştır. Ölçeğin geçerliği, görünüş geçerliği (face validity), pilot çalışma ve Temel Bileşenler Faktör Analizi (Principal Component Analysis) ile kanıtlanmıştır. Ölçeğin güvenirliği ise Cronbach Alpha ile test edilmiş ve tüm alt boyutlar için güvenirlik katsayısı 0,89 ve 0,96 aralığında tespit edilmiştir (p.01). Uyarlama çalışması neticesinde elde edilen bulgular; "Stratejik Planlama Süreci Kişisel-Değerlendirme Ölçeği (SPSKDÖ)'nin özgün ölçekteki gibi beş alt boyuttan ve 38 maddeden oluştuğunu ve kamu kesim kuruluşlarının stratejik planlama sürecini ölçmede kullanabilecek geçerli ve güvenilir bir ölçme aracı olduğunu ortaya koymuşturThe purpose of this study was to adapt "Strategic Planning Self-Assessment Questionnaire (SPSAQ, 2013)" into Turkish by conducting a validity and reliability study. A total of 173 people, senior managers, mid-level managers and staff working at the Health, Culture and Sports Departments of 59 State Universities responsible for preparing the strategic planning based on the current laws and regulations in Turkey, participated voluntarily in the study. The validity of the instrument was established by face validity test, pilot study and through the construct-related evidence. The reliability of the instrument was tested by Cronbach Alpha which was in the range of .89 to .96 for all subscales (p<.01).
