Abstract
在我国高校教师整体流动性不足的情况下,存在着向上流动失序和向下流动失灵的问题。高层次人才尤其是拥有\"学术头衔\"的高层次人才,商品化特征明显,\"学术头衔\"亦存在溢价效应,在资本加持下频繁且无规则流动。而基于\"非升即走\"政策设置的高校教师退出机制则存在\"流不动\"现象。不完全的高校人才市场是造成高校人才流动非正常化的根本性原因。因此,应减少政府对高校管理的行政干预,推进高校的\"去行政化\"改革,并积极倡导高校的人才流动文化。中央高校基本科研业务费专项基金资助项目“高校人才数据库/案例库建设”(20720151200)的研究成果之
