Abstract

在公共管理领域中,公共部门绩效评估已成为前沿课题。绩效指标体系是其核心部分,但在具体操作层面,由于公共部门目标设定的多元化以及内容评估的复杂性,如何构建兼具理论依据和实践可行性的绩效评估指标体系,仍是学界公认的难点。 福清市委老干部局具有公益服务特点,涉及部门类型复杂,更是福州市乃至福建省老干部工作的先进典型,因此是一个较好的研究对象。本文的研究主旨是以中共福清市委老干部局为例,兼顾主客观因素,运用定性和定量相结合的方法,建立公共部门绩效评估指标体系,为涉老部门和服务性为主的党政部门绩效评估指标体系的优化提供一个具体的实践参考。 首先,以文献研究为主,简述公共部门绩效管理相关理论,研究梳理...In public administration field, public department performance evaluation has already become the frontier topic.
