飞地园区是基于增长极理论和区域比较优势论,通过园区对园区的资源互通、优势互补、产业转移和合作机制设计,把＂飞出地＂的资金和项目投放至行政上互不隶属的＂飞入地＂园区,实现园区间管理与项目的复合承接,从而打破发达地区与欠发达地区的行政区划限制。目前,江苏、安徽两省的飞地经济已探索出＂政府间合作共建园＂和＂政企合作共建园＂2种模式,江西在资源禀赋、交通区位、主导产业等方面与江苏、安徽有相似之处.通过分析江苏、安徽的飞地园区模式,得出对江西发展飞地经济的5大启示,进而提出助推江西飞地园区建设的3条对策建议。Based on the theory of growth pole and regional comparative advantage,enclave area is the industrial parks which by means of the resource interoperability,advantage complementarity,industrial transfer and cooperation mechanism design,drive ＂flying out＂parks＇ funds and projects to ＂Flying into＂parks which is administrative non-subordinate,to achieve the management and projects co-construction and sharing between industrial parks,thus breaking administrative division restrictions between developed areas and underdeveloped areas. At present,Jiangsu and Anhui provinces has explored two enclave models named ＂government cooperation between the parks＂and ＂government and enterprises build parks＂,Jiangxi has several similarities with Jiangsu and Anhui,such as the resource endowment,traffic location,leading industries and so on.
