由于森林资源的特殊性,我国的森林采伐管理制度还停留在计划经济的时代,这与我国市场化经济体制有许多不适之处。文章通过对现有问题的分析,提出了由两次分配构成的森林采伐权交易的方法。从理论上初步缓解了林业所有权和经营权分离等问题,为我国森林采伐走向市场化奠定了理论基础。Due to the particularity of forest resources, the forest cutting management system currently used in China is still that applied in the era of planned economy. However, it is not adapted to the market-oriented economic system. This article points out a way for trading of the forestry right constituted by two distributions.
