But Singapore government's idea and policy of education have changed a lot since the mid of 1980s. The most significant change is to enlarge the scale of enrollment of higher education institutions to provide more education opportunities. This change has pushed higher education in Singapore into a period of fast expansion. This essay analysed the social and economic background which led to this change and the main reforms and problems in the course of change
