On the basis of the use of methods and models of project-oriented management an information model of organizational structure of civil defence management system of Ukraine on the basis of the criterion of "centralization-decentralization" was developed. A mega theory of management of civil defence system in the context of state security including hypotheses, calculations and the real situation regarding the impact on society of the turbulent medium was deloped.На основі використання методів та моделей проектно-орієнтованого управління розроблена інформаційна модель організаційної структури управління системою цивільного захисту України на основі критерію "централізація-децентралізація". Розроблена мегатеорія управління системою цивільного захисту в контексті безпеки держави із урахуванням гіпотез, обчислень та реального стану справ щодо впливу на суспільство турбулентного середовища
