Subjective changes as part of the modernization of public administration in contemporary Poland

Abstract

Przedmiotem pracy są zmiany podmiotowe będące elementem modernizacji administracji publicznej w Polsce. Podjęcie przedmiotowej tematyki wynika z dostrzeżenia nieustannego procesu modernizacyjnego przestrzeni publicznej. Zmiany podmiotowe w administracji publicznej skutkujące nowymi konsekwencjami, implikują konieczność prowadzenia nieprzerwanej analizy i diagnozy zdarzeń. Zamiarem pracy oprócz opisu i wyjaśnienia zmian, jest przedstawienie koncepcji prognostycznych dotyczących kierunku zmian podmiotowych w administracji oraz sposobów, jakimi próbuje się dojść do postawionego celu. Głównym obszarem zainteresowania autora pracy są zmiany zachodzące w administracji w Polsce od czasu transformacji ustrojowej przełomu lat 1989/1990 do końca 2012 r. wraz z permanentnie trwającym procesem zmian, który następował w ciągu tych lat. Fakt poruszania w pracy spraw dotyczących okresów wcześniejszych wynika z pewnego obowiązku nakreślenia ram historycznych i przedstawienia genezy procesów zachodzących w administracji obecnie. Bez rysu historycznego praca nie byłaby pełna, brak odniesień do przeszłości uniemożliwiłby przedstawienie wszystkich zmian jako nieprzerwanego procesu ewolucji administracji. Problemem badawczym niniejszej pracy jest próba przedstawienia odpowiedzi na pytania dotyczące zachodzących w administracji publicznej zmian podmiotowych, które są elementem jej modernizacji i znalezienia poparcia tego stanowiska w aktach prawa stanowionego, literaturze oraz w przemyśleniach własnych. Istotą pracy jest również dostrzeżenie kwestii polityczności podejmowania decyzji, ich uwarunkowań i mechanizmów modernizowania administracji zgodnie z doktrynami politycznymi konkretnych środowisk. W pracy skupiono się na politycznych relacjach zachodzących pomiędzy organami administracji centralnej, administracji centralnej i zdecentralizowanej, a także administracji publicznej z środowiskami prywatnymi coraz częściej wypełniającymi zadania, a nieraz - na podstawie ustawy - pełniącymi funkcje administracji w określonym zakresie. Dążeniem jest dogłębne przeanalizowanie zachodzących zjawisk politycznych na różnych płaszczyznach systemu oraz ukazanie ewolucji przestrzeni publicznej pod kątem zmian podmiotowych wraz z analizą jakościowego ich wpływu na kształt administracji oraz na jej społeczny odbiór. Cel pracy obejmuje wielopoziomowe, wielopodmiotowe i wielopłaszczyznowe zmiany zachodzące w całej administracji i stawia za zadanie udowodnienie tezy, że modernizacja, oparta na zmianach podmiotowych wprowadzanych do administracji, przyczynia się do wzrostu jej jakości, zarówno w kwestii świadczenia przez nią usług jak i pozytywnych zmian zachodzących wewnątrz niej. Zauważyć należy, że intencją było ukazanie - w związkach przyczynowych – pewnego procesu.The subject of the dissertation are subjective changes as part of the modernization of public administration in Poland. Taking of the subject matter stems from noticing a continuous process of modernization of public space. Subjective changes in public administration leading to new consequences, imply the need for continued analysis and diagnosis of events. The intention of the dissertation in addition to describing and explanation of the changes is to present the concept of forecasts concerning the direction of subjective changes in the administration and the ways in which attempts to come to this objective. The main area of interest of the author are changes in administration in Poland since the political transformation at the turn of 1989/1990 to the end of 2012, together with the permanently ongoing process of change that has occurred over the years. The fact of raising a few topics in the dissertation relating to prior periods results from a requirement delineation historical framework and tracing the origins of the processes taking place in administration today. Without a historical overview the dissertation would not be complete, no reference to the past, would make it impossible to present all of the changes as a continuous process of evolution administration. The research problem of this dissertation is to provide answers to questions about ongoing subjective changes in public administration that are part of its modernization and finding support it in acts of positive law, literature, and in the author's own thoughts. The essence of the dissertation is also noticing the matter of the political decision-making, their determinants and mechanisms of modernizing the administration in accordance with the political doctrines of specific environments. The study focuses on the relationships between the political authorities of central government, central and decentralized administrations, as well as public administration and private environments are increasingly fulfill tasks, and sometimes - under the Act - performing administrative functions in the specified range. Aspiration is deeply analysis of political phenomena occurring at different levels of the system and showing the evolution of public space for subjective changes together with an analysis of their impact on the qualitative shape of the government and its public perception. Aim of the study includes a multi-level, multi-stakeholder and multi-faceted changes in the entire administration and puts the task of proving the thesis that modernization, based on subjective changes input to the administration, contributes to the growth of its quality, both in terms of the provision of his services as the positive changes taking place inside her. It should be noted that the intention was to show - the causal relationships - a process
