OPEN AND TRANSPARENT INVESTIGATIVE PRO-6CEEDINGS BY THE PERMANENT SELECT COM-7MITTEE ON INTELLIGENCE. 8For the purpose of continuing the investigation de-9scribed in the first section of this resolution, the Perma-10nent Select Committee on Intelligence (referred to in this 11resolution as the ‘‘Permanent Select Committee’’) is au-12thorized to conduct proceedings pursuant to this resolu-13tion as follows: 14(1) The chair of the Permanent Select Com-15mittee shall designate an open hearing or hearings 16pursuant to this section. 17(2) Notwithstanding clause 2(j)(2) of rule XI of 18the Rules of the House of Representatives, upon rec-19ognition by the chair for such purpose under this 20paragraph during any hearing designated pursuant 21to paragraph (1), the chair and ranking minority 22member of the Permanent Select Committee shall be 23permitted to question witnesses for equal specified 24periods of longer than five minutes, as determined 25VerDate Mar 15 2010 14:49 Oct 29, 2019 Jkt 000000 PO 00000 Frm 00002 Fmt 6652 Sfmt 6201 C:\USERS\MLLEWIS\APPDATA\ROAMING\SOFTQUAD\XMETAL\7.0\GEN\C\IMP_INQ_01.XOctober 29, 2019 (2:49 p.m.)G:\P\16\MISC\MLL\IMP_INQ_01.XMLg:\VHLC\102919\102919.191.xml           (748652|7)3 by the chair. The time available for each period of 1questioning under this paragraph shall be equal for 2the chair and the ranking minority member. The 3chair may confer recognition for multiple periods of 4such questioning, but each period of questioning 5shall not exceed 90 minutes in the aggregate. Only 6the chair and ranking minority member, or a Perma-7nent Select Committee employee if yielded to by the 8chair or ranking minority member, may question 9witnesses during such periods of questioning. At the 10conclusion of questioning pursuant to this para-11graph, the committee shall proceed with questioning 12under the five-minute rule pursuant to clause 132(j)(2)(A) of rule XI. 14(3) To allow for full evaluation of minority wit-15ness requests, the ranking minority member may 16submit to the chair, in writing, any requests for wit-17ness testimony relevant to the investigation de-18scribed in the first section of this resolution within 1972 hours after notice is given for the first hearing 20designated pursuant to paragraph (1). Any such re-21quest shall be accompanied by a detailed written jus-22tification of the relevance of the testimony of each 23requested witness to the investigation described in 24the first section of this resolution. 25VerDate Mar 15 2010 14:49 Oct 29, 2019 Jkt 000000 PO 00000 Frm 00003 Fmt 6652 Sfmt 6201 C:\USERS\MLLEWIS\APPDATA\ROAMING\SOFTQUAD\XMETAL\7.0\GEN\C\IMP_INQ_01.XOctober 29, 2019 (2:49 p.m.)G:\P\16\MISC\MLL\IMP_INQ_01.XMLg:\VHLC\102919\102919.191.xml           (748652|7)4 (4)(A) The ranking minority member of the 1Permanent Select Committee is authorized, with the 2concurrence of the chair, to require, as deemed nec-3essary to the investigation— 4(i) by subpoena or otherwise— 5(I) the attendance and testimony 6of any person (including at a taking 7of a deposition); and 8(II) the production of books, 9records, correspondence, memoranda, 10papers, and documents; and 11(ii) by interrogatory, the furnishing of 12information. 13(B) In the case that the chair declines to con-14cur in a proposed action of the ranking minority 15member pursuant to subparagraph (A), the ranking 16minority member shall have the right to refer to the 17committee for decision the question whether such 18authority shall be so exercised and the chair shall 19convene the committee promptly to render that deci-20sion, subject to the notice procedures for a com-21mittee meeting under clause 2(g)(3)(A) and (B) of 22rule XI. 23(C) Subpoenas and interrogatories so author-24ized may be signed by the ranking minority member, 25VerDate Mar 15 2010 14:49 Oct 29, 2019 Jkt 000000 PO 00000 Frm 00004 Fmt 6652 Sfmt 6201 C:\USERS\MLLEWIS\APPDATA\ROAMING\SOFTQUAD\XMETAL\7.0\GEN\C\IMP_INQ_01.XOctober 29, 2019 (2:49 p.m.)G:\P\16\MISC\MLL\IMP_INQ_01.XMLg:\VHLC\102919\102919.191.xml           (748652|7)5 and may be served by any person designated by the 1ranking minority member. 2(5) The chair is authorized to make publicly 3available in electronic form the transcripts of deposi-4tions conducted by the Permanent Select Committee 5in furtherance of the investigation described in the 6first section of this resolution, with appropriate 7redactions for classified and other sensitive informa-8tion. 9(6) The Permanent Select Committee is di-10rected to issue a report setting forth its findings and 11any recommendations and appending any informa-12tion and materials the Permanent Select Committee 13may deem appropriate with respect to the investiga-14tion described in the first section of this resolution. 15The chair shall transmit such report and appendices, 16along with any supplemental, minority, additional, or 17dissenting views filed pursuant to clause 2(l) of rule 18XI, to the Committee on the Judiciary and make 19such report publicly available in electronic form, 20with appropriate redactions to protect classified and 21other sensitive information. TRANSMISSION OF ADDITIONAL MATERIALS. 1The chair of the Permanent Select Committee or the 2chair of any other committee having custody of records 3or other materials relating to the inquiry referenced in the 4first section of this resolution is authorized, in consulta-5tion with the ranking minority member, to transfer such 6records or materials to the Committee on the Judiciary. 7SEC. 4.
