SESSION ~904-~905_ We have much pleasure in presenting the 19th Annual Report on the work of the City of Dublin Technical Schools. Duimg the Session which opened on the 26th day of September, 1904, the number of individual students enrolled was 2,382, this being an increase of 458 on the enrolment of the previous Session. The number of Class enrolments was 3,512, as compared with 2,596 in the preceding Session, making the great increase of 916, and thus a most severe strain was put upon the very limited resources of the Schools as regards the provision of rooms, equipment, and staff. The number of subjects of instruction which formed the programme of the Schools was 51, and in these 93 Classes were held. A very vigorous endeavour was made at the commencement of the Session to systematise the educational work of the Schools into accord with the true meaning of Technical Instruction. Students were advised that attendance at a single Class, more especially a Technological or Trade Class, was narrow and insufficient, and that they should also attend the Science and Art subjects bearing thereon; Courses of study were arranged on these lines suitable to students, and their various degrees of proficiency, junior or senior. Mathematics was indicated as a subject of special importance, and Classes in Practical Mathematics and Workshop , 6 Arithmetic were inaugurated. Further, a Scheme of Money Prizes was adopted to reward those who attended regularly the various subjects of their course and who obtained First or Second places in the examination in the groups of subjects. We are glad to say that our efforts have met with success, and that this programme was very largely followed by students. A noticeable feature of the Session was the large number of students engaged in our Electrical Engineering Department; The Lectures on Electricity and Magnetism were attended by rgr . students, and the lectures and laboratories devoted to Electric Lighting and Power Transmission were attended by 133 students. The average of success was high in the examinations of the Board of Education and of the City and Guilds of London. In Mechanical Engineering subjects also there was an increased attendance, and an exceptionally high standard of success at the examinations. It would, indeed, seem that, if provided with sufficient acc~mmodation' and fuller equipment, the Mechani<:al and Electrical Engineering Departments would be most popular and most important features of Technical Instruction in the City. Unfortunately, the Schools have no laboratories for the teaching of Physics and of Mechanics, which is a serious drawback. Although two large laboratories were devoted to pure Chemistry, the demand for places exceeded the available accommodation. We regret it is not possible to extend this Department in our present buildings, but we are mindful of the great importance of providing full opportunity for the study of pure Chemistry and of the application of that Science to industries. There was a very large increase of the number of students in Art subjects, and there were good Classes in such Artistic Craft work as Enamelling on Metal, Wrought Iron, Wood Carving, &c. At the Industrial Exhibition held by the Royal Dublin Society in connection with the Horse Show, the First Prize for Wrought Iron Work was awarded to the Class in our Schools, and seven prizes were won by students of the Wood Carving Class. ' In compliance with the desire of many members of the Hairdressing Trade, a Class was opened in that subject, and some sixty students were enrolled. At the close of . the Session an interesting public competition was held, in which the students gave demonstrations of the skill they had acquired, and at which the chief employers of the City kindly acted as judges. At various times during the Session the :::ichools werC:visited by Inspectors from the Department of Agriculture. and Technical Instruction, and a favourable report on the work of the Classes has been received. Such faults as were indicated arose chiefly from the fact that many of the Classes were so large as to run the chance of being ineffective. Hovenden and Co., for their kind gifts of Prizes for special subjects. , In our last year's Report we expressed the hope that, pending the erection of new buildings, we might be able to secure temporary premises for the extension of Technical Instruction. We are glad to say that at the opening of the present Session we succeeded in obtaining, on lease, the house No. 12 Rutland-square, and we have concentrated there most of the Commercial Classes, thus giving a chance of freer and fuller development to the more purely Technical Classes in Kevin-street. [;_ In submitting our Annual Report on the work of the Schools we are pleased to say that the Eighteenth Session has been one of substantial progress and development. The Session opened on the z8th September, and instruction was given in forty-three subjects, in which seventy-three distinct Classes were held. The number of individual pupils enrolled was I,924, as against I,6I3 in the preceding year, an increase of 3II, and the Class enrol .. ments numbered 2,5g6. Owing to limited accommodation we were regretfully obliged to refuse admission to some hundreds of applicants. The programme for the Session was so arranged that allied industrial subjects were grouped into Schools or Departments, and brought into dose relation with Science and Art, which alone constitutes Technical training. Building Trades. The Building Trades, with their 458 in-dividual students, formed the chief of these groups. Instruction was given in Building Construction, Building Surveying, Plumbers' Work, Plasterers' Work, Carpentry and Joinery, Painters' Work, and also in such artistic br<;Ulches as , 5 • City of Dublin Technical .Schools. Some specimens of Class work were sent for exhibit at the opening of the School of Building Construction, Brixton. A new and interesting feature was the series of afternoon demonstrations by our teacher of Building Construction, who conducted the Classes to brickworks, cement works, foundries, quarries, build.ings in course of erection, &c., thus vividly illustrating much which indoor lectures could but insufficiently explain and which no school equip-ment could exemplify. Mechanical Engineering. The Classes m Mechanical Engineering were largely attended, some zoo of the students being employees in Engineering firms. The subjects consisted of Workshop Instruction, with special courses for Pattern-makers, Fitters, Turners, Boilermakers, and Smiths, together with Lectures on Practical Geometry, Applied , Mechanics, Steam, and a course in Machine Construction and Drafting. We had pleasure in appointing Mr. Ernest Joynt, a former pupil, to act as Demonstrator and Assistant Lecturer. Electrical Engineering. It is a special rule in our Electric Lighting and Power Transmission Department that no student may be admitted to the Laboratories unless possessed of an adequate knowledge of the underlying theory, and it is satisfactory to know that rzo students attended the Lectures in Electricity and Magnetism. The higher Lectures and Laboratories were attended by 76 students immediately engaged in Electrical Engineering work in the City and Suburbs. Our Commercial Classes were filled to the Commercial Subjects. . . . utmost limits, and m Examinations under the Society of Arts there were 57 successes in such subjects as Book-keeping, Shorthand, French, and German. Domestic Classes. The Classes in Domestic subjects were attended by some hundreds of students, and the Cookery Class secured many successes in the Examinations of the City and Guilds of London. Art School. The most striking feature during the Session was the development of the Art School. Recognising Art to be a prime factor of Technical Education, and 7 believing that Craft work should be its natural expression in a Technical School, we sought the services of a Master who should have experience in the application of Art to Industry. Whelan, a distinguished Scholar of the Metropolitan School of Art, and a teacher of proved ability, was appointed to the post, instruction was arranged on a systematic basis, and special prominence was given to Design as being the essence of genuine Craft work. More than zoo pupils were enrolled in Art subjects, and cabinetmakers, silversmiths, engravers, decorators, plaster workers, carvers, and practically all the artistic trades and crafts of the City were represented among the students. Some examples of Class work in Woodcarving and in Wrought Iron which were entered for the Industrial Exhibition held by the Royal Dublin Society in connection with the Horse Show, attracted much notice. and all were awarded prizes. , At the request of the Department of Agri-St. Louis Exhibition. . . . culture and Techmcal InstructiOn, specimens of students' work done during the early part of the Session were forwarded to the St. Louis Exhibition. These specimens included examples of Boot and Shoe manufacture, with charts. for same ; tinsmiths' work, wrought iron work; woodcarving; painters and decorators' work; designs, and their application to enamelling; machine designs; and architectural and floral designs. The Schools were visited at various times Inspection of Classes. by Inspectors from the Department of Agriculture and Technical Instruction, but no official report on the year's work has, as yet, been received. Mr. Golding, of the Cordwainers' Society, inspected the Class in Boot and Shoemaking on behalf of the City and Guilds of London Institute, and in his official report he expresses pleasure at the work of the pupils, the method of the Teacher, and the general arrangement of the Class. Signs of Progress. A grave drawback to our efforts for many a year has been the lack of elementary education in a considerable proportion of the pupils. We are pleased to find that this defect was not so marked during last Session, and that, notwithstanding the great increase of students, the number joining Preparatory Classes was less than in previous 8 years. One other matter gives us great hope :-the tendency of students not to be content with the training of a single Session, but to seek advancement by another Session's higher work. Obituary. Towards the close of the Session we lost, by the death of Mr. C. H. Logan, an old and valued member of our Teaching Staff. For fifteen years he had given unfailing attention to his Classes in Mathematics, and had won our confidence and his pupils' esteem. General. Appended to this Report are various Returns showing the number of pupils and their occupa-tions, Attendances of the Governors of the Schools, List of Life Members and Subscribers, and a Statement of the Income and Expenditure of the Schools for the year ending 31st July, 1904. We offer our thanks to the Annual Subscribers and Donors for' their continued support of the Schools ; to the Master Builders' Association, the Dublin Guild of Master Painters, Messrs. Dockrell and Sons, Messrs. Kennan and Son, Mr. John Mulligan, Messrs. Manfield and Sons, Mr. E. J. Long, Messrs. Lenehan and Son, Mr. J: F. Keatinge, Mr. John Sibthorpe, and Mr. William Martin for their kind gifts of Prizes for special subjects and courses of study. New Session. Our Annual Report comes in the opening months of a new Session, and thus a word on the present position of the Schools will not be amiss. By re-arrangement of Classrooms the accommodation has been slightly increased. Already the number of students is in advance of last year's total, and the number of Class entries exceeds 3,000. We do not look on numbers as the test of success, but rather as evidence of a desire for Technical Instruction which we must encourage, and a demand which we must supply, and we hope that, pending the erection of the proposed new buildings, some temporary provision may be made for this growing demand.
