역대 정부 하에서 양적, 질적 팽창을 계속해 온 정부산하기관들에 대해 그 문제점을 중심으로 많은 논의와 개혁의 시도가 있어 왔다. IMF 경제위기의 극복을 위해 총체적 구조조정을 요구받은 김대중 정부도, 개혁의 일환으로 공기업민영화 및 경영혁신계획을 수립하였고, 그 결과의 하나로 2000년 농지개량조합, 농지개량조합연합회 및 농어촌진흥공사를 통폐합하여 농업기반공사를 출범시켰다. 본 논문은 전반적으로 공기업민영화의 취지에 반하는 방식으로 통폐합이 이루어진 이유를 규명하기 위해, 농업생산기반정비사업을 수행해 온 세 산하기관들 간의 역사적 통폐합 사례들을 분석하였다. 분석 결과, 규모의 경제 논리에 근거한 조합 수 감축 위주의 통폐합이 정례적으로 반복되어 왔으며, 통폐합을 통해서 국가를 대행하여 대단위개발사업을 수행하는 공기업은 오히려 성장 및 팽창을 거듭해 왔으며, 강압적 통폐합을 하는 대신 국고보조를 높이고 장기채를 탕감하는 방식으로 재정부담이 확대될 수밖에 없었고, 정부 통제와 개입이 용이한 형태를 선호하여 농민 참여와 산하기관의 자율성을 배제해 오던 특징을 발견할 수 있었다. 이러한 역사적 제도적 맥락의 연장선상에서 2000년 통폐합을 재검토해 볼 때, 농어촌진흥공사의 민영화를 회피한 채 오히려 다른 산하기관들의 사업영역을 흡수시켜 생존과 팽창을 가능케 하고, 이를 위해 강성예산제약 하에서 행해진 통폐합임에도 불구하고 결과적으로 국가재정부담이 더 커지는 조합비 완전면제 방식을 선택할 수밖에 없었으며, 다시금 산하기관의 민선제를 후퇴시키고 수리시설 등 자산을 국유화하는 형태로 행해졌다는 평가를 내릴 수 있겠다. This paper explores the factors and features of the merger and abolition of Quasi-governmental organizations (Quagos) in Korea and analyzes the Agricultural Land & Water Development Projects (ALWDP) of the Korean government as a case study. Korea has adopted a series of reform measures aimed at improving Quagos' accountability and management. Especially, the Rural Development Corporation(RDC), the Farmland Improvement Associations(FIAs) and the Federation of Farmland Improvement Association(FFIA) were merged into the Korean Agricultural and Rural Infrastructure Corporation (KARICO) of January 1, 2000. According to my analysis, the central bureaucracy-led merger of 2000 missed several historical lessons. First, this merger is not a market-oriented reform. Second, it seems that this merger is another success to extend government's power over Quagos rather than a mere avoidance of privatization the RDC. Third, development and growth-oriented policy that had been established in 1960s and 1970s continues now. Finally, it seems that reforming Quagos has more intensely been under influence of self-interested politicians and authoritative bureaucrats. In conclusion, the ALWDP of Korea was transformed into a more state-led type which was subject to more political and bureaucratic intervention. This change has caused the government to stretch its powers and the RDC to survive privatization and expand its functions. It means the continuing tendency of the central bureaucracy becoming more influential
