Webb Assistant Director of Financial Aid RE: Student Financial Aid for the Educational Opportunity Program The recent meeting conducted to discuss the development of the University's EducationOpportunity Program indicated a need for clarification regarding the sources of student financial aid for the program. The following information may provide some clarification. EDUCATIONAL OPPORTUNITY PROGRAM (EOP) An Educational Opportunity Program is a project a college or university may wish to develop for students who are academically deficient for regular admission to a degree program. The project in itself is not a Federally funded program. It is unfortunate that this project has been called the Educational Opportunity Program since it is oftenconfused with the Educational Opportunity Grant Program which is a Federally funded student financial aid program. Resources needed to meet the operational expense of an Educational Opportunity Progran exclusive of student financial aid, must be met through private sources at this time. SPECIAL SERVICES TO DISADVANTAGED STUDENTS This program was authorized by Congress under the Higher Education Amendments of 1968, It would grant some relief to the burden of private financing for services such as "counseling, tutorial, or other educational services, including special summer progran to 'secondary school students' who have been accepted for enrollment and who, by reason of deprived, educational, cultural, or economic background, or physical handica are in need of such services to assist them to initiate, continue, or resume their postsecondary education." Funds for this program have not been appropriated. According to a representative of the Regional Office of the Department of Health, Education, and Welfare with whom I spoke yesterday, guidelines and application procedures may not be available until Julyof this year. The program may be funded for the Fall of 1969, but this is not definit ,EDUCATIONAL OPPORTUNITY GRANTS {EOG) Federal grants ranging in amounts from $400 to $1000 each academic year may be awarded to students who meet specific income and socio-economic requirements established by the Department of Health, Education, and Welfare. Each grant must be matched by sourc that include institutional grants-in-aid, National Defense Student Loans, and College Work-Study earnings. The EOG Program is funded in two separate allocations. Initial Year grants are appropriated for new awards each year. Renewal Year grants are appropriated to ensure continued financial assistance for Initial Year grantees. Each year an application estimating a need for Initial and Renewal Year funds for the following year must be filed with the Federal Government by each participating institu tion. Approval of an institution's application is subject to the availability of fund and the institution's past program activity. An institution's program activity is based on the annual operations report which is filed at the close of each fiscal year. FINANCIAL AID FOR STUDENTS ENROLLED IN THE . EDUCATIONAL OPPORTUNITY PROGRAM At least one-half of a student's financial aid, and in some cases more than one-half, can be met through Federal funds if the students who are accepted in the EOP meet the Federal criteria for Initial Year Educational Opportunity Grants. An EOP commuting student's budget at USF for the 1969-70 Academic Year will be approxi-mately $232!J. Financial aid composed of the following programs is recommended for a student who qualifies for the maximum EOG: University Grant-in-Aid $1000; EOG $1000; National Defense Student Loan $325. Students who do not qualify for the maximum Initial Year grant come from families who are expected to contribute towards educational expenses according to their ability to pay. The financial aid package for these students would be composed of an EOG in an amount set by Federal regulation, a University Grant-in-Aid in the same amount with th1 remainder supported by a National Defense Student Loan and family contribution. In the area of need analysis, students from low and moderate income levels who attend USF demonstrate as much financial need as students who meet the poverty level income requirements for EOG assistance. This problem created a need for a greater portion of non-Federal dollars last year since only ten of the 16 students enrolled in the Uni-versity's special program qualified for Educational Opportunity Grants. Only two of the ten students were financially eligible for the maximum Initial Year grant. Inasmu, as National Defense Student Loans in large amounts are not advisable for these student during their first year, some of the University Grants-in-Aid exceeded $1700. This should not be the case for the 1969-70 Academic Year. At least 20 of the 68 EOP finan aid applications on file at this time show financial eligibility for maximum EOG award The majority of the remaining applications indicate eligibility for EOG funds in amounts that range from $500 to $950. FEDERAL ALLOCATIONS FOR EDUCATIONAL OPPORTUNITY GRANTS EOG funds allocated to the University for the 1968-69 Academic Year amounted to a tota of $133,600. This allocation authorized Initial Year grants of $72,900 and Renewal Year grants of $60,700. Actual expenditures for the year amounted to Initial Year grants of $27,700 and $46,225 in Renewal Year grants. The unused portion of the University's allocation of $59,675 was re-allocated by the Federal Government for use at other institutions. The Regional Office of the Department of Health, Education, and Welfare has granted tentative approval to the University's 1969-70 application for funds in the amount of $77,550. If this request receives final approval, an Initial Year allocation of $33,500 will be available to support from 36 to 40 students. It is anticipated that 2 of these Initial Year grants will be awarded to EOP students. An exact total will depend upon the dollar range of the individual awards. Donoghue Dr. Robert Thornton Mr. William DonnellanMr. John Canny EOP Students:· All but one of the 16 EOP students (Roosevelt Alexander) took English la together. This was not a remedial English class, but rather one in which the instructor could center the exercises on the group's particular writing problems, and because of the small intimate class situation, move from there to working with individual writing diffi-culties. .Another advantage to this arrangement was the opportunityty it presented for discussion of both immediate problems that would come up day to day in their first semester of colleg·e life, and also general discussions about the ·"black experience." These of course provided excellent springboards for writing assignments out of class. All 16 EOP students took a Reading-Skills course (non-credit, two hours a week). All passed. Seven of the students took a three unit, non-credit, Mathematics course (Math F). All had to drop this course at Mid-term because they were failing. Eight of the students are currently taking a two unit Sociology course from Mr. Howe during the inter-Session. Problem Areas: Mathematics: Two problems. They, the students, come to u.s.F. lacking the fundamen-tals,of Math. The Math F, as taught here at U.S.F., willneverbreak through this. Science: Proposal: A small class must be started, much like the English la, geared to these students. Here again the students lack the background. Unlike Math F, which . · · for say a Business Major is a means' to an end, Science courses for a Science major are his end, his field of emphasis and until the · student.comes to U.S. _F. with betterpreparation, there is little that ·can be done here. . .· Proposal: A hard-line stand on Science majors.
