Orientador: Evelina DagninoTese (doutorado) - Universidade Estadual de Campinas, Instituto de Filosofia e Ciências HumanasResumo: Esta pesquisa analisa a conformação de forças sociais e políticas e sua relação com a disputa entre os projetos políticos no Brasil entre os anos 1970-2010. Para isso, foi realizado um estudo de caso em Heliópolis, São Paulo-SP, com técnicas do método etnográfico, na perspectiva de correlacionar as interações próprias do território com o contexto histórico. Ao longo do texto, são apresentados as disputas políticas e os resultados das lutas do movimento popular em Heliópolis durante quatro décadas de atuação. A hegemonia das forças autoritário-desenvolvimentistas nos anos 1970-80 foi instituinte das forças sociais que compõem Heliópolis, mas foi superada historicamente pelo avanço das forças neoliberais e a conformação das forças democrático-populares. Após o contexto de "confluência perversa" entre os projetos neoliberal e democrático-popular nos anos 1990 (DAGNINO et al, 2006), a disputa política ganhou novos contornos nos governos neodesenvolvimentistas de Lula/Dilma. A cena política brasileira dos anos 2000 é aqui definida como de inflexão macroeconômica pelo redirecionamento de recursos estatais para financiamento de políticas sociais, o que contraria preceitos do projeto neoliberal, mas que paradoxalmente foi acompanhada por uma reprodução, nas políticas setoriais de saúde, educação e moradia, de mecanismos próprios da lógica neoliberal de transferência de recursos estatais para sua execução pela iniciativa privada. Isso atendeu a interesses antagônicos, de forças neoliberais que se beneficiam das formas de apropriação do público pelo privado, e de forças democrático-populares em luta por políticas públicas e participação, em formas de expressão da "confluência perversa" que permanece entre os projetos neoliberal e democrático-popular nos governos Lula e Dilma. A dinâmica política local também permitiu analisar transformações por que passou o PT no período, algumas delas relacionadas com uma das características do exercício de poder no neodesenvolvimentismo: centralização nas arenas estatais. A presença das forças democrático-populares na frente neodesenvolvimentista se deu em condições desiguais e dependentes, pelo acesso desigual aos centros de poder, hegemonizados pelas forças neoliberais, e pela dependência em relação ao Estado para fazer avançar sua auto-organização. Apesar disso, as forças democrático-populares travam permanentemente disputas por hegemonia, orientadas por um projeto político de transformação democratizante de sociedade e Estado brasileirosAbstract: This research analyzes the shaping of social and political forces and their relation to the dispute between three distinct political projects in Brazil between the years 1970-2010. For this, we conducted a case study in Heliopolis, São Paulo-SP, with techniques of the ethnographic method, with a view to the territory and their connections with the historical context. Throughout the text, the political disputes and the results of the struggles of the popular movement in Heliópolis during four decades of performance are presented. The hegemony of the authoritarian-developmentalist forces in 1970-80 was instituting of the social forces that make up Heliopolis, but were historically surpassed by the advance of neoliberal forces and the shaping of popular-democratic forces. After the context of "perverse confluence" between the neoliberal and popular-democratic projects in 1990s (DAGNINO et al, 2006), the dispute will have new significances in the new-developmentalist governments of Lula / Dilma. The Brazilian political scene of the 2000s is defined here as a macroeconomic inflection promoted by the redirection of state resources to finance social policies, which contradicts the precepts of the neoliberal project, but which was paradoxically accompanied by a reproduction - in the health sector, education and housing policies - of the neoliberal logic of transfer the state resources for its implementation by the private sector. This attends to antagonistic interests of neoliberal forces that benefit from forms of private appropriation of the public sphere and popular-democratic forces fighting for public policies and participation, in a expression of the "perverse confluence" that remains between the neo-liberal and popular-democratic projects in Lula / Dilma governments. The local politic dynamic also allowed us to analyze the changes that Work Party (PT) passed through, such as the related to the way of power exercise in the neo-developmentism: centralization in state arenas. Thus, the presence of popular-democratic forces in new developmentalism occurred in uneven and dependent conditions, because of the unequal access to power centers, hegemonised by neoliberal forces, and the dependence on the state to advance their self-organization.
