EFEKTIVITAS STRATEGI PENGENDALIAN KONFLIK PEMANFAATAN RUANG DI KOTA METRO PROVINSI LAMPUNG

Abstract

Growth of Metro City is rapidly increasing in line with the growing diversity of urban functions has led to changes in use of space that leads to the conversion of land that is not according to plan designation. Space utilization changes that occur need spatial planning and should be limited and controlled the use of space. Control of the use of space is an effort to actualize the spatial orderly that organized through four (4) strategies, namely the determination of the zoning regulations, licensing requirements, provision of incentives and disincentives, as well as the imposition of administrative sanctions. This study aims to measure the extent of the effectiveness of the strategy in controlling the use of space in Metro City. The research method is deductive that is descriptive qualitative deductive through theoretical framework then be examined through the facts obtained through observation and in-depth interviews. Effectiveness of controlling strategies in space utilization is measured using variables: a) regulation with indicator legal basis, consistent application, socialization, supervision and control arrangement
