This study aims to describe the implementation of local regulation Sukoharjo Nomo 1 Year 2007 in the guidance of merchants lim adi Sukoharjo square area, with various constraints faced and solutions that must be done. The research used qualitative approach, collecting data with source triangulation and technique. Data analysis applies interactive models through data collection, data reduction, presentation and conclusion. The results showed that to assess the level of implementation of local regulations in the development of street vendors can be measured by indicators of government permits, street vendors are only allowed to have one location permit, and socialization on street vendors. Obstacles experienced by the frequent street vendors break the rules. The solution made by Satpol PP to overcome these obstacles by way of socializing and counseling for street vendors related to the understanding of local regulations on fostering street vendors, giving socialization to street vendors
