The article presents a university library activity – digital scholarly publishing, which is relatively new for the countries of Eastern Europe. The authors reveal the role of Library as Scholarly Publishing in the formation of a new infrastructure of scientific communications. Digital scientific communication initiatives of interest in this article include electronic journals, electronic archives, and open access conference systems. The concept of “library publishing services” is defined. The role of the Library Publishing Coalition in the world development of library publishing and improving the competencies of academic librarians is shown
