This study aims to discuss the need of municipal libraries that satisfy Turkish society’s information need at the local level in the concept of Information Society. There is no legal base to the municipal library services in Turkey. Municipals classify library services under the voluntary services which are based on municipal and metropolitan municipal laws. Since there is not a law, policy and coordination center, municipal libraries exhibit a dispersed view. This study conceptually contains Information Society, Information Society Policy, library law, public libraries and municipal libraries. In conclusion, municipal libraries offering services as public libraries, are essential as much as the other library types in spite of all its problems
