Its passage will insure that punishm.ent can be administered to criminals who have heretofore enjoyed immunity from justiceo Senate Concurrent Resolution No. 143 -- This resolution pro'vides that the legislature may, in its discretion, provide for the Illaintenance and establishment of free public schools in Mississippi. -- This arnendrnent removes the m.andatory requirement that the legislature furnish free public schools throughout Mississippi. Senate Concurrent Resolution Noo 147 -- This resolution provides that as an additional qualification to register for the purpose of becom.ing a qualified elector, a person shall be of good moral charactere THE PEOPT,E OF MISSISSIPPI SHOULD VOTE FOR THESE AMENDMENTS AS THEY PROVIDE ADDITIONAL DEFENSES AGAINST THE DOMINATION OF MISSISSIPPIANS BY ALIEN PRESSURE GROUPS AND AGITATORS. THEIR PASSAGE IS VITAL TO THE FUTURE OF MISSISSIPPl o (over) I PROPOSED AMENDMENTS TO THE CONSTITUTION OF THE STATE OF MISSISSIPPI HOUSE CONCURRENT RESOLUTION NO. 23 A concurrent resolution pro-posing an amendment to Sec-tion 264 of the Constitution of 1890 of the State of Mississippi so as to authorize the Legis-lature to fix the qualifications of grand and petit jurors. . Be it resolved by the LegIS-lature of the State of Missis-sippi, two~thirds (2/3) of the House of Representatives and the Senate concurring therein, T hat the following amend-ment to the Constitution of 1890 of the State of Mississippi be submitted to the qualified electors of the State of Missis-sippi for ratification or rejec-tion in an election to be held on the 8th day of November, A. D., 1960, vi!: Amend section 264 of the Constitution of 1 890 of the State of Mississippi to read as follows: Section 264. The legislature shall, by law, provide for the qualifications of grand and petit jurors. The Legislature shall provide by law for procuring a list of persons so qualified, and the drawing therefrom of grand and petit jurors for each terln of the circuit court. BE IT FURTHER RESOLVED, That the secretary of state is hereby directed to give public notice of said election for at ,. least thirty (30) days preceding the same. I I I \ \ \ SENATE COWCURRENT RESOLUTIO NO. 143 A concurrent re olution to amend section 201 of he Missis-sippi Constitution of 1890 so as to provide that the Legislature may, in its discretion, provide for the maintenance and estab-lishment of free public schools for children within specified ages, by taxation or otherwise, with such grades as may be prescribed by the Legislature, and to amend section 205 of the Mississippi Constitution of 1890 so as to provide that the Legislature may, in its ~iscre­tion, provide for the maInten-ance and establishment of a free public scho~l or schools in each county In the state, with such tel"l 11, or terms, as the Legislature may prescri1?e. Be it resolved by the LegIs-lature of the State of Missis-sippi, two-thirds (2/3) of the Senate and House of Repre-sentatives concurring therein, That the following amendment to the Constitution of the State of Mississippi of 1890 be sub-mitted to the qualified electors of the state for ratification or rejection at an election to be held on the first Tuesday after the first Monday of November, 1960. Amend Section 201 of the Constitution of the State ~f Mississippi of 1890 so that It will read as follows: Section 201. The Legislature may in its discretion, provide for the maintenance and estab-lishment of free public schools for all children between the ages of six (6~ and twenty-one (21) years, by taxation or other-wise 'and with such grades, as the Legislature may pre-scribe. Amend Section 205 of the Constitution of the State of Mississippi of 1890 so that it shall read as follows: Section 205. The Legislature may in its discretion, provide for the maintenance and estab-lishment of a free public school or schools in each county in the state, with such terln, or terms, as the Legislature may pre-scribe. (X) Against the Am6ndment __ _ _ _ ( ) (over) SENATE CONCURRENT RESOLUTION NO. 147 A concurrent resolution to amend Article 12 of the Missis-sippi Constitution of 1890 so as to provide as an additional qualification to register for the purpose of becoming a qualified elector, a person shall be of good moral character, and to add same as Section 241-A .. Be it resolved by the LegIs-lature of the State of Missis-sippi, two-thirds (2/3) of the Senate and House of Repre-sen ta ti ves concurring therein, That the following amendment to or change in Arti.cle .12 of the Mississippi ConstItutIon ~f 1890 be submitted to the qualI-fied electors of the state for ratification or rejection at an election to be held on the first Tuesday after the first Monday of November, 1960. Ameru.l or change Article 12 of the Constitution ot the State of Mississippi of 1890 by adding thereto the following as Section 241-A thereof: Section 241-A. In addition to all other qualifications required of a person to be entitled to register for t~e. purpose of be-coming a qualIfIed elector, such person shall be of good moral character. The Legislature shall have the power to enforce ~he pro-visions of this sec t Ion by appropriate legislation.
