Abstract
Para efectos presupuestales, las empresas de servicios públicos oficiales y mixtas tienen un
tratamiento diferencial frente al común de las entidades estatales, en razón al especial objeto
social que explotan y a que, por regla general, se encuentran inmersas en mercados competitivos,
que obligan a la adopción de un esquema dúctil en materia de su manejo financiero. El
presente trabajo pretende adentrarse en el estudio de las particularidades que regulan el régimen
presupuestal de este tipo de entidades, resaltando los aspectos más relevantes del mismo a la
luz de la normatividad vigente en materia fiscal.For budgetary purposes, the state-owned and the joint utility companies have differential
treatment unlike ordinary state entities, due to the particular corporate purpose under which
they operate and to the fact that, as a rule, they are usually immersed in competitive markets
that require flexible financial management schemes. This paper attempts to delve deeply into
the study of the characteristics governing the budgetary regime of such entities, highlighting
their most relevant aspects in the light of current regulation on tax matters
