Regulations on Drone Operations

Abstract

Pojavom prvih komercijalnih letova, potreba za pravnom regulativom postala je neophodna kako bi se ostvarila sigurnost samog leta, zrakoplova i pilota te svih sudionika zračnog prostora i okoline. Dronovi su brzo rastuća tehnologija, čije se karakteristike leta u određenoj razini razlikuju od tradicionalnih zrakoplova što zahtjeva preinake u regulativi kojima će se omogućiti sigurna integracija bespilotnih letjelica u postojeći zračni prostor. Međunarodne organizacije na globalnoj razini donose prijedloge pravnih okvira te standarde i preporučene prakse, dok svaka država može personalizirati vlastitu pravnu regulativu u kojoj se primjenjuje. S obzirom na trend inovacija i rapidnih promjena tehnologije, regulativa mora biti u toku te zakonski regulirati operacije koje se pojavom nove tehnologije mogu mijenjati.Introduction of first commercial flights came with a need for a legal regulation which was necessary for the safety of the flight, pilot and the aircraft just as the entire airspace including other users and surroundings. Drones are fast growing technology and it's flight characteristics are in some way very different from traditional aircraft which manifests as an issue of a need for modifications in regulation to ensure safe integration of drones in existing airspace. International organisations make suggestions for legal framework, standards and recommended practices on global level. On the other hand, every state can personalize it's own regal regulation exclusively to the country in which it applies. Given the trend of innovation and rapid changes in technology, regulation must be ongoing and legally regulate new operations that can change with the changes in technology
