HAMLEYJuly of 1971 marked the formal retirement of Judge Frederick G.Hamley from the United States Court of Appeals for the Ninth Circuit.Although Judge Hamley plans to continue handling almost a full case-load, this occasion is particularly appropriate for a salute to thisdistinguished jurist.Next year is the fortieth anniversary of his graduation from theUniversity of Washington School of Law. During law school, JudgeHamley served as President of the Student Editorial Board of theWashington Law Review, was admitted to the Order of the Coif, andgraduated cum laude. After three years in private practice, he turnedhis full attention to public service.For three years Judge Hamley was a member of the Seattle CityCouncil. He then served as counsel for the United States Bureau ofReclamation, as personal legal advisor to Governor Arthur B. Langlie,and as Director of the Washington Department of Public Service. In1945 Judge Hamley became General Solicitor of the National Asso-ciation of Railroad and Utilities Commissioners. He was appointedAssociate Justice of the Washington State Supreme Court in 1949 andbecame Chief Justice six years later. In 1955 President Eisenhowerappointed Judge Hamley to the Ninth Circuit Court of Appeals.No less commendable than Judge Hamley's efforts in public affairsare his contributions to scholarship. During his twenty-two years onthe bench, Judge Hamley also served as Chairman of the WashingtonState Judicial Council and as a member of the Board of Directors ofthe Freedoms Foundation at Valley Forge. Since 1956, as a specialmember of the faculty of the New York University School of Law, hehas assisted in conducting a summer seminar for appellate court judges.This able public servant, scholar and judge has dedicated his life toserving the public and the legal community. In appreciation of hisachievements, it is the honor of the Editorial Board of the WashingtonLaw Review to dedicate this volume to Judge Hamley.BARRY E. WOLFEditor-in-Chief
