The Associated Students of the University of Montana 1 Resolution Amending Section 10.2 of ASUM Fiscal Policy 2 October 24th, 2016 3 SB36-16/17 4 Authored by: Elizabeth Engebretson, ASUM Vice-President; Chase Greenfield, ASUM 5 Business Manager; 6 Sponsored by: 7  8 Whereas, The Associated Students of the University of Montana (ASUM) is bound by its Fiscal 9 Policy; 10  11 Whereas, Section 10.2 of ASUM Fiscal Policy currently reads as follows: 12 10.2 As provided by an ASUM organization on their group recognition form, or when 13 changes necessitate, organizations must submit the name, address and phone number of 14 those students authorized to request or distribute funds from organization accounts. Any 15 organization not in compliance with this section shall be notified within five (5) business 16 days by the Business Manager and have its account frozen until these requirements are 17 met. 18  19 Whereas, currently there are not any clear restrictions on who may withdraw or deposit funds to 20 an ASUM Student Group’s account; 21  22 Whereas, this year an ASUM student group was being utilized for the benefit of non-students 23 without the student members’ knowledge via reimbursement through receipts; 24  25 Whereas, authorized students should be the decision makers for any withdrawal of funds via any 26 method (reimbursement for receipts, pro-card, or other) from the student group’s account; 27  28 Whereas, faculty advisors and other non-student affiliates of an ASUM student group should be 29 able to deposit funds on behalf of the students; 30  31 Therefore, Let It Be Resolved, that Section 10.2 of the Associated Students of the University of 32 Montana (ASUM) Fiscal Policy be amended to read as follows: 33 10.2 As provided by an ASUM organization on their group recognition form, or when 34 changes necessitate, organizations must submit the name, address and phone number of 35 those students authorized to request or distribute funds from organization accounts. Any 36 organization not in compliance with this section shall be notified within five (5) business 37 days by the Business Manager and have its account frozen until these requirements are 38 met. In addition, faculty advisors or other non-student affiliates of a student group may 39 deposit funds into that group’s account. Any action that would result in a reduction of 40 funds from a student group account may only be made by a non-student affiliate if and 41 only if the withdrawal is sanctioned by one of the student group’s authorized student 42 members. This sanctioning must be approved by the ASUM Office Manager. These 43 members are designated in the group’s Financial Accounts section of the current 44 academic year ASUM Student Group Recognition Application.
