The Associated Students of the University of Montana 1 Resolution Amending Fiscal Policy 2 2/15/18  3 SB36-17/18 4 Authored by: Bailey Carpenter, ASUM Senator; Alex Butler, ASUM Senator; Katherine Cowley, 5 ASUM Senator; 6 Sponsored by: Genevieve Barlow, UM Student; 7  8  9 Whereas, The Associated Students of the University of Montana (ASUM) value and encourage 10 engagement with student groups; 11  12 Whereas, Occasionally student groups fail to attend a Budgeting Information Session and thus do not 13 fulfill the requirements of the current Fiscal Policy, which prohibits them from participating in the Final 14 Budgeting process; 15  16 Whereas, ASUM Fiscal Policy does not have a formal process for student groups to petition the Senate to 17 be reinstated into the Final Budgeting process; 18  19 Whereas, The current ASUM Fiscal Policy reads under section 9.6 Student Group Budgeting Information 20 Session,  21  22 “Upon receiving the total appropriation figures for the coming fiscal year, the Board shall hold a 23 minimum of one (1) mandatory student group information session, which shall be organized by and 24 presided over by the Business Manager. At least one session shall be held during the second academic 25 week of the Spring Semester. During this meeting, the Business Manager shall explain the budgeting 26 procedure to participants and answer questions. Each student group that wishes to receive funding from 27 ASUM must send at least one representative to at least one mandatory budgeting information session in 28 order to be eligible to apply for ASUM funding during the Final Budgeting Session for the upcoming 29 fiscal year.”;  30  31 Whereas, This new policy provides an opportunity for student groups to advocate for themselves; 32  33 Therefore, Let It Be Resolved, ASUM amends section 9.6 Student Group Budgeting Information Session 34 of Fiscal Policy to read:  35  36 “Upon receiving the total appropriation figures for the coming fiscal year, the Board shall hold a 37 minimum of one (1) mandatory student group information session, which shall be organized by and 38 presided over by the Business Manager. At least one session shall be held during the second academic 39 week of the Spring Semester. During this meeting, the Business Manager shall explain the budgeting 40 procedure to participants and answer questions. Each student group that wishes to receive funding from 41 ASUM must send at least one representative to at least one mandatory budgeting information session in 42 order to be eligible to apply for ASUM funding during the Final Budgeting Session for the upcoming 43 fiscal year. A student organization deemed ineligible to participate in ASUM Final Budgeting for not 44 attending a mandatory Student Group Budgeting Information Session may appeal to the Senate to 45 participate in the Final Budgeting process if the student organization has submitted their Budget 46 Request Form by the deadline set within the third academic week of Spring Semester . These student 47 organizations must be notified of the aforementioned appeals process by the Business Manager no 48 later than twenty four hours prior to the Senate meeting during the fourth academic week of Spring 49 Semester.  All appeals must be heard during Public Comment of a Senate meeting during the fourth 50 academic week of Spring Semester.
