With the Repblican takeover of the House of Representatives in 1994, environmental advocates were particularly afraid of the policies that had been espoused in Newt Gingrich\u27s Contract with America. However, a closer analysis of the proposals reveal that with an executive branch controlled by the Democrats, that the EPA could blunt many of the potential impacts through its juducious use of administrative law
