Činjenica da su neke države vezane Haaško-Visbyjskim (ili samo Haašhim ili Visbyjskim) pravilima, a i o Protokolu iz 1979. godine također valja voditi računa, dok su druge spremne primjenjivati Hamburška pravila, ili druge kombinacije s Haaško-Visbyjskim pravilima, ne pridonosi ujednačavanju pomorskog prava na području prijevoza stvari. Postoji i mišljenje da bi ujednačavanju pomorskog prijevoza stvari pridonijela suvremena koncepcija nove konvencije koja bi na temeljima dosadašnjih iskustava optimalnije uvažavala interese broda i tereta. U radu se, upravo u cilju tog ujednačavanja, nastoje pronaći zajednička rješenja, iste ili bliske pravne regulacije u obje međunarodne konvencije. Međutim, iskazuju se i znatne razlike u rješenjima, a u Hamburškim pravilima ima i odredaba koje uređuju sasvim nove odnose. Prati se i rad u okviru Comité maritime international (CMI) pa se izlažu i stajališta nacionalnih udruženja za pomorsko pravo.
